NC ESA+ Program: Eligibility, Award Amounts, and How It Works

What ESA+ Is (and Is Not)

The North Carolina Education Student Account — ESA+ — is a state-funded account for K–12 students with documented disabilities. Unlike the Opportunity Scholarship, which only pays private school tuition, ESA+ covers a broad range of educational expenses: tutoring, therapies, curriculum materials, educational technology, and standardized testing fees.

ESA+ is not a traditional voucher. The money goes into a ClassWallet digital account that you use to pay approved vendors and purchase approved items. No cash changes hands, and you cannot use it for anything outside the program's categories.

NCSEAA administers ESA+ through the same MyPortal system that handles Opportunity Scholarships, but the two programs have different eligibility requirements, award structures, and spending rules.

Who Qualifies

ESA+ eligibility requires three things:

  1. North Carolina residency
  2. The student is in kindergarten through 12th grade (preschool and transitional kindergarten are excluded)
  3. A valid IEP Eligibility Determination from a North Carolina public school local education agency (LEA) or a Department of Defense school within NC

The Eligibility Determination is the critical document. It must be dated within three years of your application and must confirm that your child meets North Carolina's special education criteria.

What NCSEAA will not accept: Section 504 plans, private psychological evaluations, clinical medical diagnoses, or doctor letters. The Eligibility Determination must come from a public school evaluation process, even if your child has never attended public school. Some families request an evaluation from their local public school specifically for ESA+ purposes.

Prior public school enrollment is not required — a child who has always been homeschooled or privately schooled can qualify as long as they obtain the LEA Eligibility Determination.

The Two Award Tiers

ESA+ has two flat award levels based on the nature of the child's disability:

Standard Award: $9,000 per year Covers disabilities including specific learning disability, speech/language impairment, other health impairment, developmental delay, and emotional disability.

High-Need Award: $17,000 per year Applies only when the LEA Eligibility Determination lists one of these as the primary or secondary disability:

  • Autism
  • Hearing impairment, deafness, or deaf-blindness
  • Moderate or severe intellectual disability
  • Orthopedic impairment
  • Visual impairment

There are no income restrictions for ESA+ — the award is the same regardless of household income.

If a student is co-enrolled part-time in a public school, the award is reduced by 50% ($4,500 standard or $8,500 high-need).

How ESA+ Money Is Disbursed

Funds land in your ClassWallet account twice per year: late August for the fall semester and January for the spring. You spend directly through ClassWallet by paying enrolled vendors, ordering from the ClassWallet marketplace, or submitting invoices for approved services.

For ESA+ students enrolled in a private school, NCSEAA first applies the funds to cover tuition via direct payment to the school. Any remaining balance goes into ClassWallet for supplemental expenses.

Starting with the 2026–27 school year, every ESA+ account must spend at least $500 per year on core academic instruction — mathematics, science, and English/language arts. This can be met through private school tuition, approved curricula, or academic tutoring in those three subjects. Failing to meet the $500 minimum puts your renewal at risk.

How ESA+ Differs From the Opportunity Scholarship

The two programs share a portal and an administrator, but they serve different purposes:

  • Opportunity Scholarship: Any NC student, income-tiered awards, private school tuition only, no homeschool eligibility
  • ESA+: Students with documented disabilities only, flat awards by disability tier, private school or homeschool, broader spending categories through ClassWallet

A student can receive both awards simultaneously. NCSEAA applies the Opportunity Scholarship to school tuition first, then layers ESA+ funds on top, with leftover ESA+ going to ClassWallet. The maximum combined award for a Tier 1 Opportunity Scholarship student with a high-need ESA+ classification is $24,942 per year.
