NCSEAA Award Tiers: How Much the NC Opportunity Scholarship Pays Per Child
The Four Tiers at a Glance
NCSEAA assigns every Opportunity Scholarship applicant to one of four award tiers based on household income relative to the federal free-or-reduced-price lunch (FRL) thresholds. Here is what each tier pays per student:
- Tier 1: Up to $7,942/year ($3,971 per semester)
- Tier 2: Up to $7,148/year ($3,574 per semester)
- Tier 3: Up to $4,766/year ($2,383 per semester)
- Tier 4: Up to $3,574/year ($1,787 per semester)
Every award is capped at 100% of the school's actual tuition and mandatory fees. If the school charges $6,000 per year and you are in Tier 1, your award is $6,000 — not the $7,942 maximum.
Mandatory fees that count include application fees, matriculation fees, lab fees, and textbook fees billed directly by the school. Extracurricular fees, lunch plans, and transportation do not count.
How Tier Assignment Works
Your tier is determined by your household's prior-year adjusted gross income (AGI) and the number of people in the household. NCSEAA indexes these against the FRL income guidelines published by the USDA each year.
For a family of four, the tier boundaries are:
- Tier 1: Household income up to $61,050
- Tier 2: Up to $122,100
- Tier 3: Up to $274,725
- Tier 4: Everything above Tier 3, or families that choose not to report income
The thresholds scale with household size — a family of six has higher limits at every tier than a family of three. You verify your income by uploading a tax return, W-2s, or proof of public assistance to MyPortal.
What Each Tier Actually Means for Tuition
The difference between Tier 1 and Tier 4 is $4,368 per child per year. For a family with two children at a private school charging $10,000 each, the math looks like this:
Tier 1 family: $7,942 × 2 = $15,884 covered → $4,116 out of pocket Tier 4 family: $3,574 × 2 = $7,148 covered → $12,852 out of pocket
That is an $8,736 annual difference between the two tiers — which is why uploading income documentation matters for families below the Tier 3 ceiling.

Priority Order Within Tiers
When applications exceed available funding, NCSEAA awards scholarships in strict priority order:
- Renewal applicants (any tier — students who had a scholarship last year)
- New Tier 1 applicants
- New Tier 2 applicants
- New Tier 3 applicants
- New Tier 4 applicants
Within each tier, a computer-generated lottery determines the order. This means new Tier 4 applicants are the last to be funded. In years with high demand, Tier 4 newcomers may land on a waitlist. Since HB 10 cleared the backlog, the statutory schedule set the Opportunity Scholarship allocation at $625 million for FY 2025–26 and $675 million for FY 2026–27, rising to $825 million by FY 2032–33. The risk is lower than it was before 2024 — but it is not zero.
Stacking Tiers with ESA+
The Opportunity Scholarship is only one of two programs NCSEAA administers. If your child has a documented disability with a public school IEP Eligibility Determination, they may also qualify for an ESA+ account worth $9,000 (standard) or $17,000 (high-need, for conditions like autism or hearing impairment).
The two programs stack. NCSEAA applies the Opportunity Scholarship to tuition first, then covers any remaining tuition from ESA+ funds, then deposits whatever is left into a ClassWallet account for approved educational expenses.
A Tier 1 family with a high-need ESA+ child could receive up to $24,942 in combined awards per student in a single year — $7,942 from the Opportunity Scholarship plus $17,000 from ESA+.
