NC Opportunity Scholarship and ESA+ Combined: How Dual-Award Stacking Works
Yes, You Can Get Both
A student with a documented disability who attends a participating private school in North Carolina can receive both the Opportunity Scholarship and an ESA+ award in the same academic year. NCSEAA administers both programs, and the statutes explicitly allow dual enrollment.
The combined maximum for a single student: $24,942 per year — $7,942 from a Tier 1 Opportunity Scholarship plus $17,000 from a high-need ESA+. Even at the lowest combination (Tier 4 plus standard ESA+), that is $12,574 per child.
How NCSEAA Sequences the Payments
The two awards do not simply add up and land in one place. NCSEAA follows a strict fiscal sequence for dual-award recipients:
Step 1. The participating private school certifies tuition and mandatory fees in MyPortal.
Step 2. Opportunity Scholarship funds are applied first, paid directly from NCSEAA to the school. This covers as much of the tuition as the tier allows.
Step 3. If a tuition balance remains after the Opportunity Scholarship, ESA+ funds cover the gap — also paid directly to the school.
Step 4. Any ESA+ money left after tuition is fully covered goes into the family's ClassWallet account for approved supplemental expenses.
This means the school always gets paid first (tuition), and the parent gets access to remaining ESA+ funds (for therapies, tutoring, technology, and curricula) only after tuition is settled.
A Worked Example
A family of four with household income of $55,000 (Tier 1) sends their child with autism to a private school charging $12,000 per year in tuition.
- Tier 1 Opportunity Scholarship: $7,942 → applied to the $12,000 tuition
- Remaining tuition: $4,058
- High-need ESA+ award: $17,000 → $4,058 covers remaining tuition
- ClassWallet balance: $12,942
That $12,942 in ClassWallet can be spent on ABA therapy, speech therapy, occupational therapy, academic tutoring, approved curriculum kits, educational technology, and art/music tutoring services. It cannot be cashed out or used for non-approved items.
If the same family's school charged $25,000 in tuition:
- Opportunity Scholarship covers $7,942
- ESA+ covers the remaining $17,058 — but the ESA+ cap is $17,000, so the family pays $58 out of pocket
- ClassWallet balance: $0
The higher the tuition, the less flows to ClassWallet. At schools with tuition above the combined award amount, every dollar goes to tuition and there is nothing left for supplemental spending.

Eligibility Requirements for Both
To receive the Opportunity Scholarship, the student needs:
- North Carolina residency
- Enrollment in a participating "Direct Payment" private school (not a home school)
- No prior diploma
To receive ESA+, the same student also needs:
- A valid IEP Eligibility Determination from a NC public school LEA or DoD school, dated within three years
- The determination must explicitly confirm a qualifying disability under NC special education criteria
The key catch: private evaluations, doctor letters, and Section 504 plans do not satisfy the ESA+ requirement. The Eligibility Determination must come from a formal public school IEP process.
Applying for Both Programs
You apply for both through the same MyPortal account during the same priority window (first Monday in February through first Monday in March). The applications are separate forms within the portal, but you submit them in the same session.
For the Opportunity Scholarship, you upload income verification documents (tax return, W-2s).
For ESA+, you upload the LEA Eligibility Determination within seven calendar days of submitting the application.
If both awards are granted, you sign a Parent Agreement for each program and complete a single W-9. ESA+ recipients also sign an LEA Release, waiving full-time public special education services.
One Thing to Watch: The Co-Enrollment Reduction
If your child is co-enrolled part-time in a public school — attending public school for some of the day and private school for the rest — the ESA+ award is cut by 50%. A standard $9,000 becomes $4,500; a high-need $17,000 becomes $8,500. The Opportunity Scholarship is not affected by co-enrollment.
