NC ESA+ Application Process — How to Qualify and Apply Step by Step

Who Qualifies for ESA+

The Education Student Accounts (ESA+) program is for North Carolina K–12 students with documented disabilities. Unlike the Opportunity Scholarship, ESA+ has no income restrictions — any NC family with a qualifying child can apply regardless of earnings.

The eligibility requirements:

  • North Carolina resident
  • Enrolled in kindergarten through 12th grade (no preschool)
  • Has an official Eligibility Determination from a North Carolina public school LEA or a DoD school in NC
  • The Eligibility Determination must be dated within three years of the application date

Prior public school enrollment is not required. A child who has always been homeschooled can qualify, as long as they obtain the required public LEA evaluation.

The Document That Makes or Breaks Your Application

NCSEAA requires one specific document: a formal Eligibility Determination from a public school IEP evaluation. This document must explicitly confirm that the student meets North Carolina special education criteria and list the qualifying disability.

What NCSEAA does not accept:

  • Section 504 plans
  • Private psychological evaluations
  • Clinical medical diagnoses or doctor letters
  • Reports from developmental pediatricians

If your child has a private diagnosis but no public LEA Eligibility Determination, contact your local school district's Exceptional Children department to ask about requesting an evaluation. ESA+ requires the formal public LEA document, so start well before the February application window; it must be uploaded within seven days of applying.

Award Amounts

ESA+ provides two award tiers based on the disability listed in the Eligibility Determination:

Standard Award — $9,000/year: Specific Learning Disability, Speech/Language Impairment, Other Health Impairment, Developmental Delay, Emotional Disability.

High-Need Award — $17,000/year: Autism, Hearing Impairment/Deafness/Deaf-Blindness, Moderate or Severe Intellectual Disability, Orthopedic Impairment, Visual Impairment.

If a child co-enrolls part-time in public school, the award is cut by 50%.

The Application Timeline

December: Create your MyPortal account at k12.ncseaa.edu. One parent becomes the Parent of Record for the household.

First Monday in February through first Monday in March: Submit the ESA+ application in MyPortal during the priority window.

Within 7 days of submission: Upload the public LEA Eligibility Determination. If NCSEAA flags it as incomplete, you get up to two resubmission attempts within three weeks of the original application date.

April: If applications exceed funding, NCSEAA runs a lottery. Renewal students get first priority; remaining funds go to new applicants by lottery.

April–May: Award decisions posted in MyPortal.

May–June: Accept the award, sign the Parent Agreement, complete the W-9, and sign the LEA Release (which waives full-time public special education services).

How the Money Reaches You

ESA+ funds are disbursed into ClassWallet twice per year — in late August for fall and January for spring. ClassWallet is an online platform where you direct payments to pre-approved vendors, purchase curricula, or pay registered service providers.

If your child attends a private school, tuition is paid directly to the school first. Any remaining balance goes into your ClassWallet account for supplemental expenses. If your child is homeschooled, the full award goes to ClassWallet.

The reimbursement process requires vendor invoices that include your child's full name, exact dates of service, fully spelled-out service descriptions (no medical codes or acronyms), and amounts matching the invoice balance exactly. Vendor processing fees must appear as explicit line items.

Three-Year Re-Evaluation

Every three years, ESA+ recipients must submit proof of continuing eligibility. You can get a free re-evaluation through your local public school district, or pay a licensed NC psychologist or psychiatrist for a clinical assessment (this cost is an allowable ESA+ expense). Private assessments cannot document a change in primary disability classification or be used when the student's primary disability is Developmental Delay.
