NC ESA+ Disability Requirements: Which IEP Categories Qualify for $9,000 or $17,000

The One Document That Matters

To qualify for NC ESA+, your child needs an official Eligibility Determination issued by a North Carolina public school local education agency (LEA) or a Department of Defense (DoD) school located within North Carolina. The document must confirm that your child meets North Carolina's special education criteria and must be dated within three years of your ESA+ application date.

Nothing else substitutes. NCSEAA will not accept:

  • Section 504 plans
  • Private psychological evaluations
  • Clinical medical diagnoses from a doctor or specialist
  • Letters from therapists or counselors

The requirement is specific: a formal IEP evaluation conducted by a public school system, resulting in an Eligibility Determination that names a qualifying disability category.

Standard Award Disabilities ($9,000/year)

The $9,000 annual ESA+ award covers the following disability categories as listed on the public LEA Eligibility Determination:

  • Specific Learning Disability — includes dyslexia, dyscalculia, and other processing disorders identified through achievement-ability discrepancy or response-to-intervention models
  • Speech/Language Impairment — articulation disorders, fluency disorders, language processing issues
  • Other Health Impairment (OHI) — ADHD is the most common condition in this category; also includes chronic health conditions that affect educational performance
  • Developmental Delay — available for children ages 3–7 who show delays in physical, cognitive, communication, social-emotional, or adaptive development; ESA+ still requires the student to meet the program's K–12 eligibility criteria
  • Emotional Disability — diagnosed behavioral or emotional conditions that affect educational performance over an extended period

High-Need Award Disabilities ($17,000/year)

The $17,000 award applies only when the Eligibility Determination lists one of these as the student's primary or secondary disability:

  • Autism Spectrum Disorder
  • Hearing Impairment, Deafness, or Deaf-Blindness
  • Moderate or Severe Intellectual Disability
  • Orthopedic Impairment
  • Visual Impairment

The classification must appear on the official Eligibility Determination document. A private autism diagnosis alone does not qualify for the high-need tier — the public LEA evaluation must identify autism as a special education category for the student.

Getting an Evaluation When Your Child Has Never Been in Public School

Many ESA+ applicants are homeschool families or private school families whose children have never attended a public school. They can still request an Eligibility Determination through a formal public-school evaluation.

The process:

  1. Contact your district's Exceptional Children department and request a special education evaluation for your child. Put the request in writing.
  2. Ask the district for its expected timeline after you consent to the evaluation.
  3. The evaluation team assesses your child across the areas of suspected disability using multiple measures — not a single test.
  4. The team issues an Eligibility Determination — either confirming a qualifying disability category or finding that the child does not meet criteria.

If the Eligibility Determination confirms a qualifying disability, upload it to MyPortal within seven calendar days of submitting your ESA+ application. The separate three-week period, measured from the initial application date, allows up to two resubmissions if NCSEAA flags an uploaded document as incomplete or incorrect; it does not extend the initial upload deadline.

What Happens If the Category Changes

Disability classifications can change when a child is re-evaluated. NCSEAA bases the award tier on the primary or secondary disability listed on the official Eligibility Determination. If the category changes, update the determination in MyPortal and ask NCSEAA when any revised tier takes effect.

ESA+ recipients must submit proof of continuing disability eligibility every three years. A private clinical assessment cannot document a change in primary disability category or be used when the primary category is Developmental Delay.
