NC Opportunity Scholarship vs ESA+: Which Program Fits Your Family
They Share a Portal but Almost Nothing Else
Both programs are administered by NCSEAA, both use MyPortal, and both follow the same February–March priority application window. Beyond that, the Opportunity Scholarship and ESA+ are fundamentally different programs with different eligibility requirements, different funding mechanics, and different spending rules.
Understanding which one applies to your family — or whether you qualify for both — is the first decision in navigating NC school choice.
Eligibility: The Key Differences
Opportunity Scholarship:
- Open to every NC resident in K–12
- No disability requirement
- Income determines your award tier (four tiers)
- Student must attend a participating private school (no homeschool)
- No prior public school enrollment required
ESA+:
- NC resident in K–12
- Student must have a documented disability confirmed by a public school IEP Eligibility Determination
- No income test — award is the same regardless of household income
- Student can attend a private school or be educated in a DNPE-registered home school
- No prior public school enrollment required (but the IEP evaluation must come from a public LEA)
The disability requirement is the defining divide. If your child does not have an IEP Eligibility Determination, ESA+ is not an option. If your child does have one, both programs are potentially available — and they stack.
Award Amounts: How They Compare
Opportunity Scholarship awards range from $3,574 to $7,942 per year, based on income tier. The award is capped at 100% of the school's actual tuition.
ESA+ awards are $9,000 (standard) or $17,000 (high-need), with no income factor. The high-need tier applies to specific disability classifications: autism, hearing impairment, deafness, deaf-blindness, moderate or severe intellectual disability, orthopedic impairment, and visual impairment.
For a family with a child qualifying for both programs, the combined maximum is $24,942 per year (Tier 1 Opportunity Scholarship + high-need ESA+).

Spending Rules: Where They Diverge
The Opportunity Scholarship covers exactly one thing: required tuition and mandatory fees at a participating private school. Application fees, lab fees, and mandatory textbook fees billed by the school count. Nothing else — no tutoring, no technology, no therapies, no curriculum purchases.
ESA+ covers six categories through ClassWallet: tuition, academic tutoring (core subjects only — math, science, ELA), clinical therapies (ABA, speech, OT, PT, equine therapy), curricula and instructional materials, educational technology, and art/music tutoring services. Starting in 2026–27, at least $500 per year must go toward core academic spending.
The practical difference: Opportunity Scholarship money never reaches you — it goes straight from NCSEAA to the school. ESA+ money goes into a ClassWallet account you manage, with every purchase subject to category rules and vendor enrollment requirements.
How They Stack for Dual-Eligible Families
If your child has both a qualifying disability and enrollment at a participating private school, NCSEAA follows a strict sequence:
- The school reports tuition and mandatory fees
- The Opportunity Scholarship is applied first to cover tuition
- If tuition remains after the Opportunity Scholarship, ESA+ covers the balance
- Any leftover ESA+ funds go into ClassWallet for non-tuition approved expenses
This means a family at a $15,000-per-year private school with a Tier 1 Opportunity Scholarship ($7,942) and a standard ESA+ ($9,000) would have $7,942 applied to tuition, then $7,058 from ESA+ to cover the remaining tuition, with $1,942 left in ClassWallet for tutoring, therapies, or technology.
Which Program Should You Pursue?
Private school family, no disability: Opportunity Scholarship only. Apply during the February priority window.
Homeschool family with a qualifying disability: ESA+ only. The Opportunity Scholarship does not cover homeschool expenses.
Private school family with a qualifying disability: Both programs. Apply for both in the same MyPortal session during the priority window.
Homeschool family, no disability: Neither program currently applies. NC homeschool families without a qualifying child disability have no access to state education funding through these two programs.
