Utah Fits All Scholarship Eligibility: Who Qualifies and Priority Tiers

The Utah Fits All Scholarship sounds straightforward — money for homeschooling or private school — but whether your child actually qualifies, and where you land in the priority queue, determines whether you receive an award this year or sit on a waitlist.

Basic Eligibility

To qualify, a student must be:

  • K–12 age — kindergarten entry requires turning five by September 1 of the scholarship year
  • A primary resident of Utah — military families stationed in Utah (Hill AFB, Dugway Proving Ground) qualify with active-duty orders and an attestation that the child isn't enrolled in a public school in another state

That's it for the baseline. Public school, private school, charter school, and traditional homeschool students all apply under identical rules. There is no income floor or ceiling for basic eligibility — the income-based priority system affects queue placement, not eligibility itself.

The Four Priority Tiers

When applications exceed available funding, awards are allocated in strict priority order under Utah Code § 53F-6-402(6):

Tier 1 — Renewing recipients. Students who held an active scholarship in the prior year and submitted their annual portfolio or test results by May 31 get first priority. This is why meeting the renewal deadline matters so much.

Tier 2 — Siblings of current recipients. If one child in your household already holds or held a scholarship in the prior year, siblings get priority ahead of the general pool.

Tier 3 — Low/middle-income and partial-award families. New applicants whose household income is at or below 300% of the Federal Poverty Level, or who received a partial award in the prior cycle, are ranked by income tier within this group. Ties are resolved by lottery.

Tier 4 — General applicants. Everyone else, regardless of income, awarded by random lottery.

If funding runs out within any single tier, remaining spots in that tier go to lottery.

How Multi-Child Households Are Processed

When multiple children from the same household apply, the program processes them as a single unit based on the household's qualifying priority tier. If there isn't enough funding for all your children, you receive a partial household award notification and choose between two options:

  1. Accept the partial award — you pick which children receive scholarships, and the others go on the waitlist
  2. Decline the partial award — all children stay on the waitlist as a unit until funding covers the full household

Your application needs:

  • Proof of age — birth certificate, adoption paperwork, or passport
  • Proof of Utah residency — current-year utility bill, mortgage statement, lease agreement, or property tax statement
  • Income verification (for priority placement) — tax consent authorization for the Utah State Tax Commission, or federal tax returns, W-2s, or employer statements
  • Military documentation (if applicable) — active orders verifying Utah stationing
