Utah Fits All Residency and Income Verification Requirements

The Residency Requirement

Every applicant must demonstrate that their child is a primary resident of Utah. This isn't a technicality — the program verifies residency through documentation you upload to the Odyssey portal during the application process.

Accepted proof of Utah residency:

  • Utility bill from the current calendar year (electricity, gas, water, internet)
  • Mortgage statement showing a Utah property address
  • Residential lease agreement that's currently active
  • Property tax statement from the current year

The key detail most families miss: the document must be current. A lease that expired four months ago, even if you're still living at the same address, can trigger a verification flag. An old utility bill from last year won't pass either. Use a document from the current calendar year and follow the current portal instructions.

If you've recently moved within Utah, make sure your new address appears on at least one of these documents before applying. The portal matches the address on your residency document against your application, and a mismatch delays processing.

Military Families Stationed in Utah

Active-duty military families have a specific pathway. If you're stationed at a Utah installation — Hill Air Force Base, Dugway Proving Ground, Camp Williams, or Tooele Army Depot — your child qualifies for the scholarship even if your legal state of residence is elsewhere.

You need two things:

  1. Active military orders showing your current assignment to a Utah installation
  2. An attestation that your child is not simultaneously enrolled in a public school in another state

This accommodation recognizes that military families often maintain legal residency in their home state for tax and voting purposes while physically living and educating their children in Utah. The scholarship follows the child's physical location, not the family's state of legal domicile.

If your family moves its primary residency outside Utah mid-year, the account closes and unused funds return to the state. If PCS orders change your situation, contact the program manager to determine whether the move changes your primary residency for program purposes.

Income Verification: Optional but Strategic

Here's something most first-time applicants don't realize: income verification isn't required to apply. You can submit an application without any income documentation and be placed in Tier 4 — the general applicant pool.

But if your household income falls at or below 300% of the Federal Poverty Level, proving it moves you to Tier 3, which gets funded before any Tier 4 applicant. In years when demand exceeds supply, this jump can be the difference between getting funded and getting waitlisted.

The dollar threshold depends on household size and the applicable year's Federal Poverty Level guidelines. Use the current guideline for your household rather than relying on a fixed dollar estimate.

Two ways to verify income:

State tax consent form — the smoother option. You authorize the Utah State Tax Commission to share your income verification data directly with the program manager. No uploading, no scanning, no document formatting issues. The state already has your tax data; this just lets them share the relevant number.

Federal tax documentation — the manual option. Upload your Form 1040, W-2s, or employer income statements. This works but introduces more opportunities for processing delays. Documents need to be legible, complete, and from the correct tax year.

If you're self-employed or have variable income, the tax consent form is especially useful. It pulls your actual reported income rather than requiring you to compile multiple income statements that the reviewer then has to reconcile.

How Priority Tiers Actually Work

The four-tier system determines funding order when demand exceeds the legislative appropriation:

Tier 1 — Eligible renewing recipients who submitted their annual portfolio or test results by May 31. These families receive renewal priority when demand exceeds available funding.

Tier 2 — Siblings of current or immediately prior-year recipients. If your older child already has the scholarship, younger siblings get priority ahead of the general pool.

Tier 3 — New applicants with household income at or below 300% FPL, plus families who received a partial award in the prior cycle. Within this tier, lower-income families rank higher. When two families have the same income bracket, a random lottery breaks the tie.

Tier 4 — Everyone else. All remaining eligible Utah K–12 applicants, awarded purely by random lottery.

In the 2025–26 cycle, the program funded about 14,522 students from a $100 million appropriation. The 2026–27 cycle expanded to $120 million and roughly 18,000 awards. Whether Tier 4 applicants get funded depends entirely on how many families are in Tiers 1–3 and how much money is left after those tiers are served.

Documents to Prepare Before the Portal Opens

Start gathering these well before the April 1 application window:

  • A utility bill, mortgage statement, lease agreement, or property tax statement from the current calendar year
  • Your most recent federal tax return or a decision on whether to use the state tax consent form
  • Birth certificates or passports for each child you're enrolling
  • Active military orders if applicable

Having everything ready before the portal opens means you can submit in the first week of April and have time to address any verification flags before the April 30 deadline.
