Utah Fits All Scholarship for Special Needs and IEP Students
Parents of children with disabilities often look at the Utah Fits All Scholarship as a way to fund therapies and specialized instruction that their public school district isn't providing well. The scholarship does cover educational therapies — but there are trade-offs that families with IEPs need to understand before accepting.
Award Amounts Are the Same
The Utah Fits All Scholarship does not adjust award amounts based on disability status. Students with disabilities receive the standard award for their track and age: $4,000 (home-based, ages 5–11), $6,000 (home-based, ages 12–18), or $8,000 (private school, K–12).
This means the scholarship doesn't function like the Carson Smith Opportunity Scholarship Program, which serves students with qualifying disabilities and has a different award structure. Families with children who have significant support needs should evaluate whether the standard UFA award covers enough of their costs.
What Therapies Are Covered
Educational therapies from licensed providers are an approved spending category. This includes:
- Occupational therapy
- Speech therapy
- Behavioral therapy
The provider must be licensed, and the therapy must be directly connected to the student's education. Providers can register through the Odyssey platform by submitting qualifications and completing background checks.
The IEP Trade-Off
Here's the critical consideration: a student receiving the scholarship cannot be enrolled in a public school district or charter school when a scholarship expense is incurred. The award does not increase based on disability and does not guarantee services equivalent to a student's IEP. Compare the standard award with your child's specific service needs before deciding.
A $6,000 scholarship might cover 15–20 speech therapy sessions at private rates. A public school IEP might provide weekly sessions all year. The financial math depends entirely on your child's specific service needs and what the district was actually delivering.

Carson Smith vs. Utah Fits All
Utah families have two scholarship programs that serve students with disabilities:
- Carson Smith Opportunity Scholarship Program — for students with qualifying disabilities
- Utah Fits All — universal eligibility, same award regardless of disability status
Students cannot receive a Utah Fits All Scholarship and a Carson Smith Opportunity Scholarship at the same time; families must choose one program.
