NCSEAA Opportunity Scholarship Application: Step-by-Step Portal Guide

When the Application Window Opens

NCSEAA's priority application window opens on the first Monday in February and closes on the first Monday in March at 11:59 PM. Applications submitted during this window receive priority processing and lottery placement. Late applications are funded only after every priority applicant has been served, which — given that over 55,000 families were on the waitlist before additional funding cleared it — means missing the window is a real risk.

The application is entirely online through NCSEAA's MyPortal system. There is no paper alternative.

Setting Up Your MyPortal Account

Start in December — before the February window opens. You will need:

  • Social Security Number or ITIN for the Parent of Record (the adult managing all student applications in the household)
  • Current North Carolina driver's license number
  • Legal NC residential address

One MyPortal account covers every child in your household. Create it early because system delays during peak weeks in February are common, and you cannot submit an application without a fully verified account.

What to Upload for Income Verification

If you want placement in Tiers 1, 2, or 3 (which carry higher award amounts), you need to prove your household income from the prior tax year. Accepted documents include:

  • Federal tax return (Form 1040)
  • W-2 forms
  • 1099 income statements
  • Official documentation of state public assistance (SNAP, TANF)

The income figure is total household income — every adult living in the home, not just the applicant parent. NCSEAA cross-checks reported income against the federal free-or-reduced-price lunch (FRL) thresholds for your household size.

If you skip income verification or choose not to report, NCSEAA automatically places you in Tier 4, which carries the lowest award ($3,574 per student per year). There is no penalty — you still receive an award — but many families leave money on the table by not uploading documentation.

The Review and Lottery Process

After the priority window closes, NCSEAA reviews every application between March and April. If more applicants exist than available funds, the process follows a strict hierarchy:

  1. Renewal applicants — students who had a scholarship last year
  2. Tier 1 new applicants — household income up to 100% of FRL
  3. Tier 2 new applicants — 100–200% of FRL
  4. Tier 3 new applicants — 200–450% of FRL
  5. Tier 4 new applicants — above 450% or income unreported

Within each tier, a computer-generated lottery determines the order. Award decisions post in MyPortal between April and early May.

Accepting Your Award

When NCSEAA posts your award, log into MyPortal and:

  1. Review the award breakdown — confirm the tier, amount per semester, and the participating school
  2. Sign the Parent Agreement — the legal contract governing how funds may be used
  3. Complete the electronic W-9 — required for tax reporting
  4. Sign the LEA Release (ESA+ applicants only) — waives your child's right to full-time public special education services

If you see an error in the award amount, refuse the endorsement and contact NCSEAA before the school endorses on their end. Corrections after disbursement are nearly impossible.

Common Mistakes That Cost Families Time or Money

Submitting after the March deadline. Your application goes to the back of the line. In oversubscribed years, late Tier 3 and Tier 4 applicants may not receive awards at all.

Incomplete income documentation. If NCSEAA flags your upload, you have a narrow window to fix it. Missing the correction deadline can drop you to Tier 4 or remove you from that cycle entirely.

Wrong household size. The FRL threshold scales with household size — a family of three has different income limits than a family of five. Reporting the wrong number of household members shifts your tier assignment.

Not checking MyPortal after submission. NCSEAA posts application updates and award decisions in the portal. If they need a corrected document, check MyPortal for the notice and follow its instructions.
