NC Opportunity Scholarship Spending Rules and NCSEAA Audit — What Parents Need to Know

What the Opportunity Scholarship Pays For

The Opportunity Scholarship is a tuition-only voucher. NCSEAA pays it directly to the participating private school — you never touch the money. It covers two things:

  1. Required tuition at a Direct Payment nonpublic school listed in NCSEAA's portal
  2. Mandatory billed fees — application fees, matriculation fees, lab fees, and mandatory textbook fees charged by the school

That's the complete list. If the school doesn't bill it as required tuition or a mandatory fee, the Opportunity Scholarship doesn't cover it.

What It Does Not Cover

Parents regularly assume the Opportunity Scholarship works like a flexible spending account. It doesn't. These expenses are explicitly prohibited:

  • Home school curricula, materials, or supplies
  • Private tutoring (academic or otherwise)
  • Therapies (speech, occupational, behavioral)
  • Educational technology (computers, tablets, software)
  • Transportation
  • Extracurricular activities
  • Uniforms or supplies not billed as mandatory fees

If you need funding for these categories and your child has a qualifying disability, the ESA+ program covers them through ClassWallet. The Opportunity Scholarship alone cannot.

How NCSEAA Audits Work

NCSEAA selects a minimum of 6% of all scholarship applications annually for comprehensive audits. These audits verify three things: North Carolina residency, household income reporting, and domicile documentation.

If you reported income to qualify for Tiers 1–3, be ready to substantiate it. NCSEAA may request your complete federal tax return, W-2s, 1099s, and proof of address. Keep copies of the documents you submit and follow NCSEAA's current instructions for any retention period.

Beyond application audits, NCSEAA monitors the disbursement process itself. Because funds go directly to schools, the compliance burden falls largely on the school — they certify attendance and tuition amounts in MyPortal, and NCSEAA verifies the figures before payment.

The Dual Endorsement Safeguard

Every semester, the school administrator logs into MyPortal, confirms your child's enrollment and attendance, and certifies the tuition amount. Then you receive a notification to log in and verify the breakdown. Both endorsements must be completed before NCSEAA releases funds.

If anything looks wrong — the dollar amount doesn't match, the student isn't attending — refuse the endorsement and contact NCSEAA immediately at [email protected]. Once both parties endorse, funds transfer to the school within one to two weeks.

What Happens if You're Flagged

If an audit reveals discrepancies — fraudulent income reporting, a student not actually attending the listed school, or false residency documentation — NCSEAA freezes the scholarship account, issues a formal Demand for Repayment, and refers unresolved cases to the North Carolina Department of Justice.

The most common audit triggers aren't fraud, though. They're paperwork errors: income documentation that doesn't match what was entered in MyPortal, an address that changed mid-year without notification, or a student who transferred schools without filing the required School Transfer request before the October 1 (fall) or March 1 (spring) deadlines.

Staying Compliant

Keep copies of every document you upload to MyPortal. If your address or household composition changes mid-year, check MyPortal for current reporting instructions and keep any confirmation you receive. If your child changes schools, file the transfer in MyPortal by the applicable deadline: October 1 for fall funds or March 1 for spring funds.
