What North Carolina Actually Offers Parents
North Carolina runs two state-funded school choice programs through the same agency — the North Carolina State Education Assistance Authority (NCSEAA). The Opportunity Scholarship covers private school tuition for any K–12 student regardless of income, while the ESA+ program provides $9,000 to $17,000 per year for students with documented disabilities, including those who homeschool.
Both programs share a single application portal (MyPortal at k12.ncseaa.edu), but they have different eligibility rules, different funding mechanics, and different paperwork requirements. Getting them confused is the most common reason parents miss deadlines or submit incomplete applications.
Setting Up Your NCSEAA MyPortal Account
Start in December — before the application window opens. Create a master user account at k12.ncseaa.edu. One parent becomes the "Parent of Record" for the household. You'll need your Social Security Number or ITIN, a current North Carolina driver's license number, and your legal NC residence address.
A single account manages applications for every child in your household. If you have three kids, you submit three separate student applications from the same parent account.
The Priority Application Window
The priority window opens on the first Monday in February and closes on the first Monday in March at 11:59 PM. Applications submitted during this window receive priority processing. Late applications go to the bottom of the queue and only get funded if priority applicants don't exhaust the budget.
For the Opportunity Scholarship, you'll select your child's intended school from NCSEAA's approved list of Direct Payment schools. For ESA+, you'll indicate whether the student will attend a private school or be homeschooled.

Documents You Need Ready
Opportunity Scholarship (Tiers 1–3): Federal tax returns (Form 1040), W-2s, 1099s, or proof of public assistance from the prior tax year. All household adults' income counts. Skip income reporting and you're automatically placed in Tier 4 (lowest award).
ESA+: Your child's official Eligibility Determination from a North Carolina public school LEA or a DoD school in NC. This must be dated within three years. Private doctor diagnoses, 504 plans, and clinical evaluations don't count — NCSEAA requires the formal IEP evaluation document. Upload it within seven days of submitting the application.
After You Submit
NCSEAA reviews applications through March and April. If ESA+ is oversubscribed, a lottery runs in April. Award decisions appear in MyPortal between April and early May.
Once you receive an award, you need to accept it in MyPortal, sign the Parent Agreement, complete a Form W-9, and — for ESA+ — sign the LEA Release waiving full-time public special education services. Complete each step to finalize the award in MyPortal.
Choosing Between the Two Programs
The Opportunity Scholarship pays tuition directly to a participating private school. It cannot fund homeschool expenses, tutoring, therapy, or technology. If your child attends a private school and has no disability documentation, this is your path.
ESA+ deposits funds into a ClassWallet account that you manage. It covers tuition, curricula, tutoring in core subjects, clinical therapies (speech, OT, ABA), educational technology, and testing fees. It requires a public LEA Eligibility Determination proving a qualifying disability.
Students with disabilities attending private school can receive both simultaneously — the Opportunity Scholarship covers tuition first, and ESA+ covers the remainder plus supplemental services through ClassWallet.
What to Do Right Now
If the February window is approaching, get your MyPortal account set up and documents gathered in December or January. If you're considering ESA+ and don't yet have a public school Eligibility Determination, contact your local school district's Exceptional Children department well before the application window to ask about the evaluation process.
