NCSEAA Lottery and Waitlist: How the NC Opportunity Scholarship Selection Works
When the Lottery Happens
NCSEAA conducts a computer-generated lottery in April when new applications exceed available funding within any award tier. Renewal applicants are funded first — they bypass the lottery entirely. The lottery applies only to new applicants, and it runs separately within each tier: Tier 1 first, then Tier 2, then Tier 3, then Tier 4.
Award decisions are posted in MyPortal between April and early May. You will see either an award notification with the amount and next steps, or a waitlist notification with your position.
How the Priority System Shapes Your Odds
The statutory priority order is strict:
- Renewal applicants — funded before any new applicant
- New Tier 1 applicants (household income up to 100% FRL)
- New Tier 2 applicants (100–200% FRL)
- New Tier 3 applicants (200–450% FRL)
- New Tier 4 applicants (above 450% or income unreported)
Within each tier, every new applicant who submitted during the priority window has an equal lottery chance. Applications submitted after the first Monday in March are placed at the bottom of the processing queue and funded only if all priority waitlists clear.
This means a new Tier 4 applicant who applied on time has a weaker position than a new Tier 1 applicant — but a stronger position than a Tier 1 applicant who submitted late.
What the Waitlist Actually Means
A waitlist notification does not mean you were rejected. It means your tier's available funding was exhausted and your lottery number placed you beyond the current cutoff. You remain eligible, and NCSEAA moves through the waitlist as additional funds become available or awarded families decline their scholarships.
In the 2024–25 cycle, over 55,000 applicants landed on the waitlist before the General Assembly passed House Bill 10 and appropriated an additional $463 million to clear the backlog. That was an exceptional situation — the program had just expanded to universal eligibility and demand overwhelmed the original budget.
Since then, the statutory schedule set the allocation at $625 million for FY 2025–26 and $675 million for FY 2026–27, with increases to $825 million by FY 2032–33. Whether the waitlist reappears in future cycles depends on how fast demand grows relative to the escalating appropriation.

What to Do While You Wait
Keep your MyPortal account active. If NCSEAA reaches your position on the waitlist, they notify you through the portal. If you do not respond within the acceptance window, your slot goes to the next family.
Do not apply again. Duplicate applications create processing confusion and do not improve your position. Your waitlist spot is tied to your original application.
Check your designated school. If the school you listed on your application loses its NCSEAA participation status while you are on the waitlist, you would need to update your school designation when offered an award.
Consider ESA+ as a parallel path. If your child has a documented disability, ESA+ is a separate program with its own funding pool. Being on the Opportunity Scholarship waitlist does not affect ESA+ eligibility, and the two programs can be stacked if both awards come through.
How Late Applications Are Treated
Applications submitted after the March priority deadline are placed at the bottom of the overall queue — below every on-time applicant across all tiers. In a well-funded cycle, late applicants may still receive awards. In a tight cycle, they are the most likely to land on the waitlist.
