NC ESA+ Technology and Computer Purchase Rules — What ClassWallet Approves

What Tech Purchases ESA+ Covers

Educational technology is one of the approved ESA+ spending categories, and for homeschool families it's often one of the most practical. ESA+ funds can cover computing hardware, adaptive devices, and educational software purchased through ClassWallet's marketplace.

Common approved technology purchases include:

  • Laptops and desktop computers
  • Tablets (iPad, Chromebook, Android tablets)
  • Adaptive input devices (specialized keyboards, switches, touchscreen accessories)
  • Educational software and digital learning platforms
  • Assistive technology for students with physical or sensory disabilities

All technology purchases must go through ClassWallet — you can't buy a laptop at a retail store and submit a receipt for reimbursement. The purchase flows through ClassWallet's vendor network.

Check Before Replacing a Device

ESA+ allows approved computing hardware and adaptive devices through ClassWallet. Confirm that the specific replacement is currently eligible in the marketplace and under NCSEAA rules before buying.

Ordering Through ClassWallet

ClassWallet operates as a digital wallet with a built-in marketplace. For technology purchases, you search within ClassWallet's vendor catalog, select the item, and ClassWallet processes the payment directly. The transaction is logged automatically, which satisfies NCSEAA's audit trail requirements.

If the specific device you want isn't available through ClassWallet's standard marketplace vendors, you may need to check whether the vendor is enrolled with NCSEAA. Vendors must be actively registered (enrollment window: August 1 through May 31) for ClassWallet to process payments to them.

Verify Items Before Buying

ESA+ materials identify approved computing hardware, software, and adaptive devices through ClassWallet. Confirm any other electronic item or subscription against the current marketplace and NCSEAA rules before purchasing. NCSEAA's automated filters and manual audit teams review ClassWallet transactions, and unallowable purchases can result in account freezes.

Technology and the $500 Core Academic Rule

A laptop purchase does not count toward the $500 core academic spending minimum. That floor must be met through tuition, approved core curricula (math, science, ELA), or academic tutoring in those subjects. A $400 laptop and $500 in approved math curriculum would meet the minimum; the laptop itself wouldn't contribute to it.
