What ClassWallet Actually Is
ClassWallet is the digital wallet platform that NCSEAA uses to manage ESA+ spending. When your child receives an ESA+ award, the funds are deposited into ClassWallet twice per year — late August for fall, January for spring. You use ClassWallet to direct payments to vendors, purchase curricula, and pay service providers.
It's not a bank account and it's not a credit card. ClassWallet is a controlled spending platform where every transaction is logged, categorized, and subject to NCSEAA audit. Understanding how it works prevents the order rejections that frustrate ESA+ families statewide.
Finding Approved Vendors
ClassWallet has a built-in marketplace with pre-approved vendors. For technology purchases, curricula, and educational materials, you search within the marketplace and purchase directly. The transaction processes automatically and creates the audit trail NCSEAA requires.
For services — tutoring, therapy, testing — you work with providers who have independently enrolled with NCSEAA as approved vendors. The vendor enrollment window runs August 1 through May 31 each year. If a provider isn't enrolled, ClassWallet cannot process payment to them.
Before scheduling services with any provider, verify their NCSEAA enrollment status. A licensed, qualified therapist who hasn't completed NCSEAA vendor registration cannot receive ESA+ funds regardless of their credentials.
How to Submit a Payment Request
For marketplace purchases, the process is straightforward: search the catalog, select items, and complete the purchase within ClassWallet.
For service provider payments, you submit a payment request with an attached invoice. The invoice must include:
- Your child's full legal name (not a parent name or nickname)
- Exact, itemized dates of service (specific dates, not "Fall Semester")
- Fully spelled-out descriptions of services ("Speech and Language Therapy," not "SLP" or CPT codes)
- A total that exactly matches what you're requesting
- Any vendor processing fees listed as explicit line items
Deviations from these standards trigger rejections. The most common reason for denied payments is an invoice that uses medical shorthand or doesn't list the student's name.

The Summer Shutdown
ClassWallet shuts down during the third week of June for fiscal year-end reconciliation. This is the single most important date on the ESA+ calendar after the February application window.
If your child receives services between June 1 and August 31, all invoices for pre-shutdown services must be submitted and finalized before mid-June. Once ClassWallet reopens in July, you cannot retroactively pay for services rendered before July 1.
Summer service providers must also have initiated NCSEAA registration by March 1 to be eligible during the summer window.
Spending Categories and the Academic Floor
ClassWallet organizes spending into categories that map to NCSEAA's approved expense types. When submitting a payment or making a purchase, you'll assign it to the appropriate category:
- Tuition and fees
- Core academic tutoring
- Art and music tutoring
- Clinical therapies
- Curricula and textbooks
- Educational technology
- Testing and transportation
Every account must spend at least $500 per year on core academic categories (math, science, ELA) through tuition, curricula, or tutoring. Track qualifying expenses and check your total before renewal. Falling short of $500 in core academic spending puts next year's award at risk.
Rollover and Forfeiture Rules
Standard ESA+ award accounts ($9,000/year) have zero rollover. Any balance remaining when ClassWallet closes in mid-June forfeits to the state. Spend it or lose it.
High-need accounts ($17,000/year) can roll over up to $4,500 into the next academic year. The total accumulated balance can never exceed $30,000 across all rollover years.
Plan your spending timeline accordingly. Don't save major purchases for May and June — if a vendor invoice gets rejected and needs resubmission, you may not have time before the shutdown.
