NC ESA+ ClassWallet Vendor Enrollment and Invoice Rules — Avoid Rejections

Why Invoices Get Rejected

ClassWallet invoice rejections are the single biggest source of frustration for ESA+ families. Parents line up a tutor or therapist, submit the payment request, and it bounces — sometimes repeatedly. Almost every rejection traces back to one of five documentation failures, all preventable.

The Five Invoice Requirements

Every invoice submitted through ClassWallet must meet these standards:

1. Vendor must be actively enrolled with NCSEAA. The vendor enrollment window runs August 1 through May 31 each year. If your provider isn't enrolled, ClassWallet cannot process payment regardless of how perfect the invoice is. Check enrollment status before scheduling services.

2. The student's full legal name must appear on the invoice. Not the parent's name. Not a nickname. The exact legal name on the child's NCSEAA application. Invoices listing only the parent or using an abbreviated name get flagged.

3. Exact, itemized dates of service. "October 4 – October 25, 2026" passes. "Fall Semester 2026" does not. Each session or service period must be individually dated.

4. Fully spelled service descriptions. "Speech and Language Therapy — 4 sessions" works. "SLP x4" or CPT medical codes get rejected. No acronyms, no shorthand, no medical billing codes.

5. Requested payment must match the invoice balance exactly. If the invoice says $480, you request $480. Requesting $500 against a $480 invoice triggers an automatic denial. Vendor processing fees must appear as explicit line items on the invoice — don't add them manually to the total.

Vendor Enrollment — Provider Side

If a tutor, therapist, or service provider wants to receive ESA+ payments, they must register directly with NCSEAA as an approved vendor. The enrollment process opens August 1 and closes May 31 each year.

For summer services (June 1 through August 31), providers must have initiated registration by March 1. If your child's summer tutor missed the March 1 deadline, ESA+ cannot pay them for summer work.

Key vendor categories:

  • Academic tutoring providers (core subjects)
  • Art and music tutoring providers (new for 2026–27)
  • Licensed clinical therapists (ABA, speech, OT, PT, equine)
  • Curriculum and educational materials vendors
  • Technology vendors (through ClassWallet marketplace)

Immediate family members cannot be paid through the student's ESA+ account. Your sister who's a licensed speech therapist cannot be paid through your child's account.

The $500 Core Academic Spending Floor

For 2026–27, NCSEAA requires every active ESA+ account to spend at least $500 per student per year on core academics — math, science, or English/language arts. Qualifying expenses:

  • Nonpublic school tuition (automatically counts)
  • Core curricula in math, science, or ELA
  • Academic tutoring in those three subjects from an enrolled provider

Art and music tutoring, therapy, technology, and testing do not count toward this minimum. If you homeschool and your primary expenses are therapy and technology, you still need $500 in core academic spending to keep your account in good standing for renewal.

The Summer Spending Window

ClassWallet shuts down during the third week of June for fiscal year-end accounting. If your child receives summer services between June 1 and August 31, all provider invoices must be submitted and finalized before the mid-June shutdown. Once ClassWallet reopens in July, you cannot pay for services rendered before July 1 using new academic year funds.

This catches families every year. If your child has summer tutoring or therapy sessions in early June, submit those invoices immediately — don't wait until the end of the month.

Setting Up Your NCSEAA Account

Your NCSEAA MyPortal account is created in December, before the February application window. One parent becomes the Parent of Record and manages all student applications in the household. After an ESA+ award is accepted, ClassWallet access is linked to this account.

Keep your MyPortal login credentials secure — this is the same account you'll use for annual renewal, school transfers, document uploads, and ClassWallet administration.
