How ClassWallet Works for NC ESA+ Families
ClassWallet is the digital wallet platform NCSEAA uses to manage ESA+ spending. Your awarded funds land in the account twice a year — late August and January — and you spend them by ordering from the ClassWallet marketplace, paying enrolled vendors directly through the platform, or submitting invoices for services rendered.
No cash reimbursements exist. Every purchase flows through ClassWallet, and every transaction is reviewed against NCSEAA's spending rules. Orders that do not meet the requirements are rejected, sometimes without detailed explanation, which is why understanding the categories before you spend matters more than catching up afterward.
What ESA+ Funds Can Pay For
NCSEAA divides approved spending into six primary categories:
Tuition and fees at Direct Payment or Reimbursement private schools — NCSEAA applies these before the remaining balance enters ClassWallet.
Academic tutoring in core subjects (math, science, English/language arts) — the tutor must be an NCSEAA-enrolled vendor, not a family member.
Clinical therapies — ABA, speech therapy, occupational therapy, physical therapy, and equine therapy. The provider must be licensed and enrolled with NCSEAA.
Curricula and instructional materials — complete curriculum kits, textbooks (hardcopy or digital), and core instructional software. Check NCSEAA's current allowable-expenses rules in ClassWallet before ordering individual workbooks, test-prep flashcards, or general school supplies.
Educational technology — computers, tablets, adaptive devices, and approved educational software purchased through the ClassWallet marketplace. There is a three-year replacement limit on computing hardware.
Art and music tutoring services — added for 2026–27. Only instructional services from an enrolled vendor qualify. Art supplies, musical instruments, sheet music, and craft materials are explicitly excluded.
What ClassWallet Will Reject
The rejection categories that trip up the most families:
Purchases from non-enrolled vendors. The vendor must be actively enrolled with NCSEAA between August 1 and May 31. If you find a tutor or therapist you like, they need to complete NCSEAA's vendor enrollment process before you pay them through ClassWallet.
Invoices missing the student's name. Every invoice must list the student's full legal name — not the parent's name, not a family name, not a nickname.
Vague service dates. "Fall Semester 2026" is not acceptable. The invoice must list exact dates of service (e.g., "October 4 – October 25, 2026").
Family member tutors. Immediate family members cannot be paid as tutors or therapists through ESA+ — even if they are licensed professionals.
Art supplies and instruments. The program approves art and music tutoring services, not the physical materials. A ClassWallet order for a guitar, paint set, or sheet music will be denied.
Out-of-pocket reimbursements. You cannot buy something with your own money and submit a receipt for reimbursement. The payment must go through ClassWallet at the point of purchase or via a properly formatted vendor invoice.

The $500 Core Academic Spending Rule
Starting with the 2026–27 school year, every ESA+ account must spend a minimum of $500 per student per year on core academic instruction. Only three subject areas count:
- Mathematics
- Science
- English/Language Arts
Qualifying expenditures include private school tuition (which inherently covers core academics), approved core curricula purchased through ClassWallet, and academic tutoring in one of the three subjects from an enrolled vendor.
Art and music tutoring do not count toward the $500 minimum, even though they are approved ESA+ expenses. Therapy services do not count either. If you are a homeschool family spending primarily on therapies and technology, you need to separately ensure $500 reaches a core academic category.
Failing to meet the $500 threshold puts your scholarship renewal at risk.
Summer Spending Deadlines
ClassWallet operates on a strict academic-year calendar. The platform shuts down for summer processing in mid-June. If you need to pay for summer services (June 1 through August 31), the payment must be processed before the mid-June deadline — not after the service is delivered.
This means pre-paying enrolled vendors for summer tutoring, therapy sessions, or approved art and music tutoring services before the platform closes. Invoices submitted after the June cutoff for services that were supposed to be pre-paid will be rejected.
