Idaho Parental Choice Tax Credit Application: Deadlines, Steps, and What to Have Ready

The Application Window

The Idaho Parental Choice Tax Credit application opens every year on January 15 and closes on March 15. You submit your application through the Taxpayer Access Point (TAP) portal at tax.idaho.gov — there is no paper application.

This isn't a formality. During the first cycle in January 2026, over 3,300 applications hit the system within minutes of opening. The program's $50 million annual cap means funds are allocated in priority order, and late applications risk landing on the waitlist. Being ready on day one matters.

Prerequisites Before You Can Apply

Two things must be in place before the January 15 window opens:

A processed prior-year Idaho tax return. To apply during the January 2027 window, you need a 2025 Idaho Form 40 on file with the Tax Commission. If your family doesn't normally owe Idaho income tax, you can file a minimal 2025 Form 40 marked "Parental Choice" across the top, listing all dependent children, entering your income on Line 7, and crossing out the $10 on Line 31 and writing "NRF" (Not Required to File).

An active TAP account. Account verification requires matching your registration information against your processed tax return, which can take up to two weeks. Create your TAP account by December 1 at the latest. Waiting until January to register is gambling with your application timeline.

What the Application Asks For

When the window opens and you log into TAP, the application collects:

  • Student information — name, date of birth, and confirmation that each child is between 5 and 18 (or up to 21 for students with qualifying disabilities)
  • Residency verification — proof that both you and the student maintained full-year Idaho residency
  • Enrollment status — attestation that the student was not enrolled full-time in an Idaho public school or public charter school during the claimed period
  • Household income — details from your most recently filed return used to determine priority status; the 2027 application period uses taxable income for its income-priority tier
  • Prior-credit survey (if applicable) — if you received a credit award in 2026, certify that you completed the satisfaction and engagement survey and attach evidence of completion by March 15, 2027
  • Expense documentation — itemized receipts or estimates for qualified educational expenses
  • Disability verification (if applicable) — documentation for the enhanced $7,500 cap

The Priority System

Not all applications process equally. For the January 2027 application period for the 2026 tax credit, the Tax Commission applies these priority tiers under the $50 million cap:

Top priority: Eligible parents who received a credit award in 2026 and submitted the required survey are processed first, regardless of income.

Income priority: Other applicants whose taxable income on their most recently filed return is at or below 300% of the Federal Poverty Level are processed next. For a family of four, that threshold is $96,450 using the 2025 guidelines.

General tier: All other complete applications are processed by submission timestamp if funds remain after the priority tiers.

After You Submit

The Tax Commission reviews applications and issues notifications within 30 days of the window closing — by approximately April 15. Your notice tells you one of three things:

  • Approved — your award amount is confirmed, and you can claim it on your Idaho Form 40
  • Waitlisted — your application met requirements but funds ran out during priority processing; you'll be notified if capacity opens
  • Denied — you didn't meet eligibility criteria (residency, enrollment, or income documentation issues)

An approval notice establishes the maximum credit you're authorized to claim. Claim the 2026 credit on your 2026 Form 40, Line 42. If you file before receiving your award, you'll need to submit an amended return to add the credit.
