1. Returning Recipients Get Top Priority
The biggest change: starting with the 2027 application period for the 2026 tax credit, parents who received a credit award in 2026 move to the top of the priority queue. Under the $50 million cap, the allocation order becomes:
- Tier 1 — Eligible parents who received a credit award in 2026 and submitted the required survey (processed first regardless of income)

3. The Federal Scholarship Tax Credit Arrives
Idaho opted into the Federal Scholarship Tax Credit (FSTC) through House Bill 731, codified as Idaho Code Section 33-144. Effective January 1, 2027, eligible taxpayers can claim a federal tax credit — up to $1,700 for individual filers, $3,400 for joint filers — for voluntary contributions to registered Scholarship Granting Organizations (SGOs).
