Idaho Taxpayer Access Point: How to Set Up Your TAP Account for the School Choice Tax Credit
What Is the Taxpayer Access Point?
The Taxpayer Access Point — TAP — is the Idaho State Tax Commission's online portal at tax.idaho.gov. Applications for the Parental Choice Tax Credit are submitted through TAP. Set up your account early because registration can take up to 10 business days if you need a mailed registration code, but you can still apply any time before the March 15 application deadline.
TAP isn't new. The Tax Commission built it for general tax account management — checking refund status, making payments, viewing correspondence. But since HB 93 created the Parental Choice Tax Credit in 2025, TAP has become the gateway for over 7,000 families applying for up to $5,000 per child in refundable credits.
Why You Need to Set Up TAP Early
Account registration takes time. If you have a recent Idaho return on which you owed tax, you may receive same-day access. If you don't, registration can take up to 10 business days while you wait for a mailed registration code. If you wait until January to create your account, you risk missing the January 15 opening.
The stakes are real. During the first application cycle in January 2026, over 3,300 applications landed within minutes of the portal opening. The $50 million annual cap means late applications can get waitlisted. Every day you spend troubleshooting a TAP login is a day your application sits behind thousands of others.
Step-by-Step: Creating Your TAP Account
Before you start, make sure you've filed at least one prior-year Idaho Form 40. For the January 2027 application window, that means your 2025 return must be processed. If your family doesn't normally file Idaho taxes, you can submit a minimal Form 40 marked "Parental Choice" across the top. For the correct line numbers on the 2025 form, see the Tax Commission's 2025 Form 40.
Registration steps:
- Go to tax.idaho.gov/newTAP and start an individual income tax registration
- Enter the SSN or ITIN, legal name, and physical ZIP code that match the Tax Commission's records
- If you have a recent Idaho return on which you owed tax, follow the prompts to verify the return and create your TAP login
- If you don't have a recent return with tax due, request the registration code and wait for it to arrive by mail; it can take up to 10 business days
- Use the code to finish registration, then set up the required two-factor authentication and confirm you can access the TAP dashboard
If the system can't match your information, check that your SSN or ITIN, legal name, and physical ZIP code match the Tax Commission's records. Call the ISTC help line at (208) 334-7660 or 1-800-972-7660 if you still can't register.

Common TAP Registration Problems
"My information doesn't match." TAP checks your SSN or ITIN, legal name, and physical ZIP code against Tax Commission records. If you use same-day access, it also asks you to verify information from a recent return. Check that your location ZIP code (not a PO Box ZIP code) matches its records. For general program questions, contact [email protected], but never email your SSN or ITIN.
"I filed a minimal NRF return but TAP won't recognize it." If you don't have a recent return with tax due, TAP may require a registration code by mail. Allow up to 10 business days for the letter; contact the Tax Commission if it doesn't arrive.
"I had a TAP account last year but can't log in." Use the "Forgot username or password?" option or contact the Tax Commission's TAP help desk if you still can't access the account.
What Happens After Registration
Once your TAP account is active, you'll see a dashboard with your tax account information. When the Parental Choice Tax Credit application window opens on January 15, a new option appears in your TAP dashboard to submit your credit application.
During the application itself, you'll enter each eligible student's information, your household income for priority tier determination, and your estimated qualified expenses. After the March 15 deadline, the Tax Commission reviews applications and issues approval notices by approximately April 15.
If you're awarded the credit, you claim it on Line 42 of your Idaho Form 40. If you qualify for the advance payment option (household income at or below 300% of the Federal Poverty Level), you can receive funds within 60 days of your award notice rather than waiting for your tax refund.
The Timeline That Matters
Here's the sequence to have dialed in:
- Now through November: File any missing prior-year Idaho returns and create your TAP account
- December 1: Recommended deadline to have your TAP account fully verified
- January 15: Application window opens — submit promptly
- March 15: Application window closes
- By April 15: Tax Commission issues award notifications
- Tax filing season: Claim your approved credit on Form 40, Line 42
