Arizona ESA Pre-Approval and ClassWallet Marketplace: What to Check Before You Buy

Three Ways to Spend ESA Funds

ClassWallet offers three spending pathways, each with different approval speeds and compliance risks:

ClassWallet Marketplace is the fastest. It functions like an online store with pre-approved national vendors — Amazon, Scholastic, School Specialty, and others. Orders are automatically verified for basic rule compliance and process in one to three business days. If an item is available on the Marketplace and falls within spending caps, this is always the simplest route.

Direct Pay sends funds to registered service providers — private schools, tutors, microschools, and co-ops. The parent uploads an itemized invoice, ADE specialists review it, and funds transfer to the vendor via ACH within two to ten business days. For instructional vendors, credential options include a valid Arizona teaching license, accreditation documentation, or a signed ADE Attestation Form confirming instructors hold at least a high school diploma from an accredited institution.

Reimbursement is the slowest and riskiest. You pay out of pocket, upload receipts, and wait for ADE review — which takes six to eight weeks and can stretch to three months. Use this only when neither the Marketplace nor Direct Pay is an option.

When Pre-Approval Matters

Before spending ESA funds on a purchase that is not clearly allowed or involves a significant amount, check the current Parent Handbook and Unallowable List. ADE's published guidance gives families a contact for case-specific questions but does not describe a general ClassWallet pre-approval request. A Marketplace listing or checkout check is not a guarantee of long-term compliance; ADE can audit Marketplace purchases after the fact.

Closer review is particularly important for:

  • Technology near the spending cap — a $1,800 laptop leaves little margin under the $2,000 two-year cap for computers
  • Grey-area items — musical instruments, 3D printers, PE equipment, or anything not explicitly listed in the Parent Handbook
  • High-value curriculum packages — multi-year online school subscriptions or boxed curriculum sets costing several hundred dollars
  • New vendors — services from a tutor, therapist, or co-op that is not yet registered in ClassWallet

For case-specific guidance, contact the ADE ESA Service Center before paying out of pocket for an ambiguous item.

How to Navigate the Marketplace

The ClassWallet Marketplace search has limits. Not every allowable item is listed, and not every listed item is available in every state or category. When shopping:

  1. Search by product name first — generic category searches return too many results
  2. Check that the item falls within your remaining spending cap for that category, and keep your own log of purchases
  3. If the item you need is not on the Marketplace, check whether the vendor accepts Direct Pay before resorting to out-of-pocket reimbursement

Supplemental items purchased through the Marketplace still require curriculum documentation. ADE can audit Marketplace purchases after checkout — automated screening is not a guarantee of long-term compliance.

Direct Pay: Getting Your Vendor Set Up

If your tutor, microschool, or service provider is not in ClassWallet, they need to register before you can pay them. The vendor registration process requires:

  1. ClassWallet Online Pre-Registration Form
  2. Proof of business structure (LLC, non-profit, or sole proprietorship)
  3. Teaching credentials — a valid Arizona teaching license, accreditation documentation, or a signed ADE Attestation Form certifying instructors hold at least a high school diploma from an accredited institution
  4. ACH banking information for fund transfers

Vendor registration must be completed before Direct Pay. Start the process early so the vendor is registered before the first invoice is due.
