NC Opportunity Scholarship Income Limits: Tier Thresholds by Household Size

How Income Determines Your Award Tier

The Opportunity Scholarship became universal in 2023 — every North Carolina family qualifies regardless of income. But the amount you receive depends entirely on where your household falls relative to the federal free-or-reduced-price lunch (FRL) thresholds.

NCSEAA uses your prior-year adjusted gross income (AGI) and the number of people in your household to assign one of four tiers. Higher tiers mean smaller awards.

Current Income Limits by Household Size

These thresholds are based on the FRL multipliers NCSEAA publishes each application cycle:

Tier 1 (up to 100% FRL — highest award, up to $7,942/year):

  • 2-person household: up to $40,034
  • 3-person: up to $50,542
  • 4-person: up to $61,050
  • 5-person: up to $71,558
  • 6-person: up to $82,066

Tier 2 (100–200% FRL — up to $7,148/year):

  • 2-person: up to $80,068
  • 3-person: up to $101,084
  • 4-person: up to $122,100
  • 5-person: up to $143,116
  • 6-person: up to $164,132

Tier 3 (200–450% FRL — up to $4,766/year):

  • 2-person: up to $180,153
  • 3-person: up to $227,439
  • 4-person: up to $274,725
  • 5-person: up to $322,011
  • 6-person: up to $369,297

Tier 4 (above Tier 3 limits, or income not reported — up to $3,574/year): No income ceiling. Every family above Tier 3 or those who choose not to report income fall here.

What Counts as Household Income

NCSEAA counts the income of every adult living in the household, not just the parent applying. This includes:

  • Wages, salaries, and tips (W-2 income)
  • Self-employment income (1099)
  • Investment income, rental income, and Social Security benefits reported on the 1040

The figure that matters is total household AGI from the most recent completed tax year. If you filed jointly, the joint AGI is what NCSEAA uses. If multiple adults in the home file separately, their incomes are combined.

How NCSEAA Verifies Your Income

You upload verification documents through MyPortal during or immediately after the application. Accepted documents include your federal tax return (Form 1040), W-2s, 1099s, and official documentation of state public assistance like SNAP or TANF.

If NCSEAA flags a discrepancy or an incomplete upload, check MyPortal for the notice and follow its correction instructions and deadline. Check the portal regularly between February and April.

Should You Report Income or Stay in Tier 4?

Some families, especially those who expect to land in Tier 3 or Tier 4 regardless, wonder whether it is worth the paperwork. The math:

  • Tier 3 awards up to $4,766/year — that is $1,192 more per child than Tier 4's $3,574
  • For a family with two children, that difference is $2,384 annually
  • Over a K–12 career, that gap compounds into thousands

If your income falls below the Tier 3 ceiling ($274,725 for a family of four), reporting it is almost always worthwhile. The upload takes minutes if you have your 1040 or W-2 ready.

The only scenario where Tier 4 without verification makes sense is if your household income is clearly above every threshold and you prefer to skip the documentation step. You still receive $3,574 per child per year.
