Several steps occur between submitting your application and receiving a tax credit refund, but the available program materials do not specify a standard refund-processing period. Here's the timeline they do provide.
Stage 1: Application Submission (January 15 – March 15)
You submit your application through the Taxpayer Access Point (TAP) portal during the annual window. The portal opens January 15 at 8:00 a.m. MST. Your application includes student details, income documentation, disability verification if applicable, and estimated or actual expense totals.
After submitting, use TAP for the application process and follow any instructions from the Tax Commission while it applies the priority rules.
Stage 2: Award Notification (By April 15)
The Idaho State Tax Commission is required to notify applicants within 30 days of the application window closing (March 15). That means award notifications — approved, waitlisted, or denied — go out by approximately April 15.
An approval notice tells you the maximum dollar amount you're authorized to claim on your Form 40. This is the ceiling, not a guarantee — you still need to file your return and claim the credit.
One parent reported that after an amended return filed in person on April 8, the credit appeared in the TAP account mid-month. That individual experience is not a standard processing estimate.

Stage 3: Filing Your Form 40
Once you have your award notification, you claim the credit on your Idaho Individual Income Tax Return (Form 40) on Line 42 ("Parental Choice Tax Credit"). You'll also attach Form 39R (Idaho Supplemental Schedule).
If you already filed your Form 40 before receiving the award notification — which happens if you file early in the season — you must file an amended return to add the Line 42 credit amount. The Tax Commission specifically instructs families to do this, and the amended return is what triggers the refund.
Stage 4: Refund Processing
The available program materials do not give a standard processing time for an original or amended refund. Check current Tax Commission guidance before budgeting around a deposit date.
Because the Parental Choice Tax Credit is fully refundable, the amount that exceeds your state tax liability comes back as a direct refund. If your tax liability is zero, the full approved credit amount is refunded by check or direct deposit.
Stage 5: Advance Payment Timeline (If Eligible)
Families at or below 300% FPL who elected the advance payment option follow a different timeline. Advance payments are disbursed directly — not through the tax return — within 60 days of the award notification.
During the first cycle, advance payments for the first application window were disbursed by August 30, 2026, and second-window payments by November 14, 2026. This payment is separate from the Form 40 refund process and is intended to help eligible families who cannot front educational expenses.
Checking Your Application Status
Applications are submitted through TAP at tax.idaho.gov. Check the account for application updates and follow the instructions in any Tax Commission notice.
For the 2025 and 2026 application cycles, households above 300% FPL are placed on a conditional waitlist behind applicants at or below 300% FPL. For 2027, prior-year credit recipients receive the first allocation priority, followed by applicants at or below 300% FPL. Remaining funds are allocated by submission timestamp.
