Why the Real Deadlines Start Months Before January 15
Most families focus on the January 15 application window — that's when the Taxpayer Access Point (TAP) portal opens and applications start flowing. But the Tax Commission requires two prerequisites that take time to complete: a processed prior-year Idaho return before TAP registration, and a verified TAP account before applying.
The application window runs through March 15. Applicants at or below 300% FPL receive priority; applicants above that threshold wait for priority applications to be satisfied, with any remaining funds allocated by submission timestamp.
The November 1 Deadline: File Your Prior-Year Tax Return
Before you can create a TAP account or submit a tax credit application, the Idaho State Tax Commission must have a processed Idaho Individual Income Tax Return (Form 40) for the prior tax year on file for your household.
For the January 2027 application window (tax year 2026 credits), you need a 2025 Form 40 on file. If you filed your 2025 return during the normal April filing season, you're already set. But if you haven't filed — because your income was below Idaho's filing threshold, or you simply didn't realize it was required — November 1 is your practical deadline to get one submitted and processed before TAP registration.
Even families who don't owe Idaho income tax can file. The Tax Commission accepts minimal Form 40 filings: mark "Parental Choice" across the top, list your dependents, report gross income on Line 7, and write "NRF" (Not Required to File) on Line 32; if income is zero, enter "NRF" on Line 7 as well. It's a short form, but it needs processing time.
The December 1 Deadline: Register Your TAP Account
The Taxpayer Access Point (TAP) is the Tax Commission's online portal at tax.idaho.gov (also accessible via myschoolchoice.idaho.gov). Every application must go through TAP — there is no paper application.
Creating your TAP account requires identity verification against your previously processed tax return. The system matches your Social Security Number, filing status, and return data. This verification process can take up to two weeks.
If you start TAP registration on January 10, verification could take longer than the five days remaining before January 15. The first application cycle saw over 3,300 applications hit the portal within minutes of opening.
December 1 gives you more than six weeks before the January 15 opening, while the reported account verification period can take up to two weeks.

January 15: Application Window Opens
At 8:00 a.m. MST on January 15, the online application portal opens. You'll submit:
- Student identification details and proof of residency
- Disability verification, if claiming the $7,500 enhanced cap
- Income documentation to verify your Modified Adjusted Gross Income (MAGI)
- Itemized expense estimates or actual expenditure logs for qualifying purchases
The priority window runs January 15 through March 15. Households at or below 300% of the Federal Poverty Level receive priority processing. For tax year 2027 applications, taxpayers awarded a credit in the preceding year receive priority first; remaining funds are then allocated to applicants at or below 300% FPL.
March 15: Application Window Closes
All applications for the current cycle must be submitted by March 15. Late applications are not accepted for the primary window. A second, shorter window may open later in the year if cap capacity remains — during the first cycle (tax year 2025), a second window ran May 21 through July 17 — but counting on a second window is a gamble.
April 15: Award Notifications
The Tax Commission issues approval, waitlist, or denial notices within 30 days of the window closing. An approval notice states the maximum dollar amount you're authorized to claim on your Form 40.
