Hope Scholarship Kindergarten Enrollment: Age Requirements and Early Entry

The Age Cutoff

To qualify for the Hope Scholarship as a kindergarten student, your child must turn 5 years old before July 1 of the school year. For the 2026-27 year, that means a birthday of June 30, 2021, or earlier.

If your child turns 5 on July 1 or later, they are not eligible for kindergarten entry that year under the standard rule.

The Early Entrance Exception

West Virginia does allow early kindergarten entry, but it goes through the local county public school system — not through the Hope Scholarship Board. If your child misses the July 1 cutoff by a few months, you can request an early entrance evaluation from your county board of education.

The evaluation process varies by county but typically involves an assessment of the child's academic readiness, social-emotional development, and physical maturity. If the county approves early entrance, the child becomes eligible for the Hope Scholarship as a kindergarten student.

This is worth noting: you need the county's approval for early entrance even if your child will never attend public school. The Hope Scholarship requires compliance with the state's age framework, and the county BOE is the body that grants early entrance exceptions.

How Kindergarten Applications Work

Kindergarten parents follow the same application process as everyone else. You will need:

  1. A state-certified birth certificate (to verify age)
  2. Proof of West Virginia residency
  3. A WVEIS student ID number from your county board of education
  4. The Hope Scholarship Notice of Intent (Version 5)

The one extra step for kindergarten families is ensuring the birth certificate clearly shows the child's date of birth relative to the July 1 cutoff. Hospital birth certificates are not accepted — you need the state- or county-certified version.

Timing the Application

Apply during the March 2 – June 15 window to secure 100% funding ($5,435.62). For kindergarten families, this window aligns well with the decision timeline — most parents know by late winter whether they plan to homeschool, enroll in private school, or use a microschool for their child's first year.

If your child completed kindergarten early in a private or home setting, they qualify for the Hope Scholarship as a first grader in 2026-27, even though they never attended public kindergarten. This path is available under universal eligibility.

Multiple Children Starting at Once

Families with a kindergartener and older siblings can apply for all children simultaneously. Each child gets their own account and their own $5,435.62 allocation. A household with three eligible children (including a new kindergartener) would receive $16,306.86 in total annual funding if all applications are approved in the 100% window.
