West Virginia Hope Scholarship Application: How to Apply Step by Step
Before You Start: Documents You Need
The Hope Scholarship application is submitted online through the portal at hopescholarshipwv.com. Before you create an account, gather these four items — missing any of them is the most common reason for delays:
- State-certified birth certificate. This must be issued by the county clerk or state vital statistics office. Hospital-issued birth certificates are rejected every time.
- Proof of West Virginia residency. A utility bill, lease agreement, or mortgage document. The name on the document must match the name on your portal account.
- Your child's WVEIS ID number. Every student in West Virginia needs a WVEIS (West Virginia Education Information System) number to receive state aid. If your child has never attended public school, you must request this from your local county board of education before applying. Processing times vary by county, so ask the office for its estimate and start early.
- Legal custody or guardianship documentation (if applicable). Court decrees or guardianship orders for non-biological parents.
The Application Process
Step 1: Request the WVEIS ID. Contact your county board of education and ask them to assign a WVEIS number for your child. Do this first — the application cannot be completed without it.
Step 2: Create your portal account. Go to hopescholarshipwv.com and register as an Account Holder. You will create one master profile and then add each child as a separate student account.
Step 3: Upload your documents. Upload the birth certificate, residency proof, and any guardianship documents through the portal. Make sure file names are clear and documents are legible.
Step 4: Enter your child's information. Fill in the student details, including their WVEIS ID, grade level, and educational plan (private school, home instruction, or microschool).
Step 5: Submit the Hope Notice of Intent. The updated dual-purpose Notice of Intent form (Version 5) satisfies both the Hope Scholarship requirement and the compulsory attendance exemption under W. Va. Code §18-8-1(m). Submit this form through the portal and to your local county superintendent.
Step 6: Wait for approval. The review typically takes 14 to 30 business days after you submit a complete application. You will receive notification through the portal and email.
Application Deadlines and Funding Tiers
Your funding level depends on the application window in which you submit a complete application. The tiers for 2026-27:
- March 2 – June 15: 100% ($5,435.62)
- June 16 – September 15: 75% ($4,076.72)
- September 16 – November 30: 50% ($2,717.81)
- December 1 – February 28: 25% ($1,358.91)
If you are aiming for the October 15 deposit, your application must be approved and your Notice of Intent on file by 4:00 p.m. on October 1.

Common Reasons Applications Get Rejected
The Hope Board returns applications for fixable errors more often than outright denials. The most frequent issues:
- Uncertified birth certificate. The single most common problem. Hospital birth records do not meet the statutory requirement.
- Name mismatch on residency documents. The name on your utility bill or lease must match your Account Holder profile exactly.
- Missing WVEIS number. The application cannot be processed without it.
- Expired residency proof. Documents dated more than 60 days before the application date may be flagged.
If your application is denied, you can submit a written request for reconsideration to the Hope Scholarship Board within 30 calendar days. Include supplemental documentation that addresses the specific deficiency cited in the denial notice.
Who Is Eligible Under Universal Expansion
Starting with the 2026-27 school year, the 45-day prior public school attendance requirement is permanently eliminated. Every K-12 school-age resident of West Virginia is now eligible, including lifelong homeschoolers, current private school students, and children entering school for the first time.
The only requirements are West Virginia residency, being under 21 years old, and not having already completed high school. There is no income test and no enrollment cap.
