Is the Hope Scholarship Income Based? WV Eligibility Requirements Explained

No Income Test, No Cap

The West Virginia Hope Scholarship is not income-based. There is no means test, no income threshold, and no sliding scale. At the same funding tier, a family earning $40,000 receives the same per-student award as a family earning $200,000.

This was a deliberate design choice in the original legislation (House Bill 2013, 2021). The statute creates a universal Education Savings Account, not a need-based grant. The full award is 100% of the statewide average net state aid per pupil; the application window determines whether an applicant receives 100%, 75%, 50%, or 25% of that amount.

What You Do Need

Eligibility under the 2026-27 universal expansion is based on residency and age. The portal also requires a WVEIS ID to process an application:

  1. West Virginia residency. The student must be a bona fide resident of the state. You will need to upload proof of residency (utility bill, lease, or mortgage document) with your application.

  2. Age requirements. The student must be under 21 years old and must not have already completed high school. For kindergarten entry, the child must turn 5 before July 1 of the school year.

  3. A WVEIS student ID number. Every West Virginia student needs this state-assigned identifier to complete the application. If your child has never been in public school, request one from your county board of education.

Those are the eligibility criteria and required application identifier. No prior public school attendance is required (the 45-day rule was permanently eliminated for 2026-27). No lottery. No waitlist. No enrollment cap. If all eligible students apply, the State Treasurer is authorized to request supplemental appropriations from the Legislature.

Why People Think It Might Be Income-Based

The confusion comes from two sources. First, many state scholarship and voucher programs in other states are means-tested. Parents researching school choice options encounter income restrictions from programs in Indiana, Ohio, Florida, and elsewhere, and assume West Virginia works the same way.

Second, some online forum posts and outdated blog articles incorrectly describe the Hope Scholarship as need-based. It has never been.

Who Was Excluded Before 2026-27

Before universal expansion, eligibility was restricted — but by school enrollment history, not income. Students had to either attend a West Virginia public school for at least 45 consecutive calendar days or be eligible to enroll in a West Virginia public kindergarten program for the upcoming school year. This excluded lifelong homeschoolers and current private school students.

That restriction triggered its own sunset clause when participation stayed under 5% of public school enrollment as of July 1, 2024. Universal eligibility is now permanent. All K-12 West Virginia residents qualify, including students who have never set foot in a public school.

Special Cases

  • Military families moving to West Virginia qualify immediately upon establishing residency, with no waiting period.
  • Foster children placed in West Virginia qualify upon residency verification.
  • Students with disabilities qualify on the same terms. A student who accepts the Hope Scholarship leaves the public school system, where IDEA entitlements include a Free Appropriate Public Education. Hope funds can be used to pay for private therapies and specialized instruction instead.
