When you apply for the West Virginia Hope Scholarship matters almost as much as whether you qualify. The program uses a tiered funding structure that reduces your child's annual award by 25% for every application window you miss. Apply in March and your child gets the full $5,435.62. Wait until December and that drops to $1,358.91.
The Four Funding Tiers for 2026–27

The published schedule assigns each application window a funding percentage. A later application window means a lower percentage of the same annual award.
The March 2 Opening
The 2026–27 application cycle opens on March 2 — not March 1, despite what some older parent handbooks state. The Hope Scholarship Board updated the operational opening date in the current Parent Handbook and portal FAQs. Families who had their paperwork ready on March 1 found the portal not yet accepting applications.
To apply in the 100% window, submit between March 2 and June 15. First-time applicants need a WVEIS ID before completing the online application, and a valid Hope Notice of Intent must be submitted to the county board; a missing NOI can delay or withhold funding. Application review typically takes 14 to 30 business days, so submitting in early May or later leaves little margin for document corrections.
October Processing for the 75% Tier
The published schedule lists October and January 15 deposits for the 75% tier. The 50% window is listed for January 15, so do not assume it includes an October deposit. Check the portal and email notices for your application status and any requests for missing information.

What Reduces Your Award
The tier system affects only initial applications for the academic year. Annual renewals through the Continued Participation Confirmation (CPC) operate on a separate timeline — the CPC is due by June 15 each year, and timely renewals automatically receive the 100% funding tier.
Situations that commonly push families into lower tiers:
- County WVEIS delays. First-time applicants who have never attended public school need a WVEIS ID from their local county board of education. Rural counties with small staff can take weeks to process the request.
- Document rejections. Submitting a hospital birth certificate instead of an official state or county vital statistics record is the most common rejection. Correcting it costs another review cycle.
- Mid-year withdrawal from public school. A family applying from September 16 through November 30 is in the 50% window; a September application submitted by September 15 is within the 75% window.
How to Protect Your Full Award
Start the WVEIS ID request process the moment you decide to apply — before you even open the portal. Get the official birth certificate and a current utility bill or lease for residency proof ready in advance. File the Hope NOI with your county simultaneously with your portal application so both steps process in parallel.
