Arkansas EFA Mid-Year Application and Transfer: Can You Apply Mid-Year?
Mid-Year Applications: Possible but Limited
The standard EFA application window for 2026-27 ran from March 9 through June 1, 2026. But life does not always follow the state's calendar. Families may withdraw children from public school mid-year, relocate to Arkansas from another state, or discover the EFA after the main window has closed. Under 6 CAR § 35-104, an outside-window application must be complete, the applicant must be eligible, funding must be available, and the application must document one of these circumstances: the applicant moved to Arkansas from another state; moved from an Arkansas area without a participating school within a reasonable distance to one that has a school; entered foster care or received a foster placement outside the window; moved due to active-duty uniformed service; or moved due to a law-enforcement reassignment. A public-school withdrawal or a missed deadline alone is not listed as an outside-window reason.
ADE's 2026-27 page says applications submitted after June 29, 2026 may be considered for review later, depending on funding and program guidelines; submitting one does not guarantee review or processing. Check FACTS and ADE announcements for current status.
Check late-application status before making plans. The department may not review or process an application immediately, and funding is subject to availability.
Funding is prorated. A student approved mid-year does not receive the full $7,208 annual award. The allocation is calculated based on the remaining full quarters in the school year. A student approved at the start of the third quarter would receive roughly half the annual amount.
The application process is the same. Mid-year applicants use the FACTS portal, upload the same documentation (residency proof, student identity, any priority-category documentation), and go through the same review process. The only difference is timing and the prorated award.
Military Families: The Mid-Year Exception
For an outside-window application, the applicant, applicant's parent, or applicant's spouse must be an active-duty uniformed-services member, and the applicant must have moved due to that service. The applicant must still be eligible, provide documentation, and apply while funding is available. If funding is insufficient, students whose parent is active-duty military, a veteran, or a current or former Arkansas National Guard member receive seventh priority among new applications. The application must document Arkansas residency.

Transferring Between Schools or Educational Settings
Once you have an active EFA, you can change how you use it — switching from private school to homeschool, or vice versa — while the student remains eligible. Confirm with ADE what enrollment information or approvals must be updated before changing settings.
Private school to homeschool: Withdraw from the private school and file a Notice of Intent to Home School with your local district through noihs.ade.arkansas.gov. If you withdraw during the school year, submit the NOI at least five school days before the withdrawal date; the superintendent or school board may waive the waiting period. Confirm with ADE how the change affects your account and spending categories.
Homeschool to private school: Enroll in a participating private school and confirm that it is linked in ClassWallet before arranging tuition invoices. Ask ADE whether your NOI or account details need to be updated.
Switching private schools: The new school must participate in the EFA program and be linked in ClassWallet to invoice your account. Confirm with ADE how the enrollment change affects billing and disbursements.

What Happens When You Move Out of State
If your family relocates outside Arkansas, the EFA terminates. You must notify ADE within five business days of the move. The ClassWallet account is closed, and all unspent funds revert to the state treasury.
There is no penalty for leaving the program when funds were properly spent. Any unused balance returns to the state treasury.
If you are moving to a state with its own Education Savings Account programme (Arizona, Florida, West Virginia, and others have similar programmes), you may be able to apply in the new state. Each state's programme is independent — there is no automatic transfer of accounts between states.
Returning to Public School Mid-Year
A family that decides the EFA is not working can re-enroll their child in public school at any point. The process:
- Contact your local public school district to begin re-enrollment
- Notify ADE within five business days that the student is returning to public school
- ADE closes the ClassWallet account and remaining funds revert to the state
The EFA agreement warns that a student may no longer be entitled to district FAPE while enrolled in the program. Ask the district what evaluation or services apply after returning to public school; the EFA rules do not set a re-enrollment evaluation deadline.
