Arkansas EFA and Public School Withdrawal: Timing, the Waiting Period, and Mid-Year Transfers
Pulling a child from public school to start the EFA requires a specific sequence: apply first, then withdraw, then file your Notice of Intent. Getting the order wrong risks truancy flags or a gap in your child's legal educational status.
The Correct Sequence
1. Apply for the EFA during an open window. Submit your application through the FACTS portal during either the annual window (typically March through June 1) or a mid-year entry window if available. You do not need to withdraw from public school before applying.
2. Wait for EFA approval. ADE confirms eligibility and you sign the electronic contract.
3. File your Notice of Intent to Home School. Submit the NOI through noihs.ade.arkansas.gov within 14 days after EFA eligibility is confirmed. This establishes your legal homeschool status.
4. Submit a formal withdrawal letter. Deliver a written withdrawal letter to the public school registrar. This is a separate step from the NOI — the school needs official notification that your child is leaving.
5. Receive prorated funding. If withdrawing mid-year, your EFA award is prorated based on the remaining full quarters from the date of final authorization.
The 5-School-Day Waiting Period
The public-school withdrawal process includes a statutory five-school-day waiting period. Confirm the final attendance date and records-transfer timing with your district; the waiting period does not change the separate EFA eligibility and Notice of Intent steps above.
Mid-Year Applications
You don't have to wait for the annual application window. ADE opens mid-year entry periods during the school year, and families can apply during those windows. The key constraints:
- Funding is prorated based on remaining quarters
- All standard eligibility requirements apply
- Priority tier processing still determines order when demand is high
- Military families with transfer orders can apply outside standard windows if funding remains available
The award is prorated based on the date of final portal authorization and the remaining full quarters, so the withdrawal month alone does not determine how many quarters are funded.

What About Transcripts?
Request your child's official transcript and any IEP or 504 documentation before completing the withdrawal. Some districts are slower to process records after a student leaves, and you may need these documents for EFA priority tier applications (an IEP establishes Tier 2 priority status).
