Arkansas EFA Application: How to Apply, Deadlines, and the FACTS Portal
The Arkansas EFA application runs through a state portal called FACTS, and the window is tighter than most parents expect. For the 2026–27 school year, the application window ran from March 9 through June 1. Miss it and you're waiting for either a mid-year entry window or the next annual cycle.
Here's how the process works from start to approval.
The Application Timeline
The general application window opens no earlier than February 1 and closes no later than June 1 preceding the target school year — that's set by ADE administrative rule. The exact dates shift slightly each year; for 2026–27 it was March 9 to June 1.
After the window closes, ADE's Office of School Choice and Parent Empowerment reviews applications in priority-tier order and typically issues decisions within three weeks. You'll get an award notification, then sign an electronic contract with the state, and finally receive ClassWallet onboarding instructions before the first quarterly disbursement.
Step-by-Step Application Process
1. Create your FACTS account. Go to arkansasefa.com and register a parent or legal guardian account.
2. Upload required documents. You need:
- Proof of Arkansas residency: Current driver's license, state ID, utility bill (within 60 days), mortgage statement, lease, or property tax receipt showing your physical address
- Proof of student identity and age: Birth certificate, passport, Medicaid card, immunization record, or school transcript showing date of birth
- Priority documentation (if applicable): IEP or 504 plan for disability priority; active-duty orders or LES for military; DHS documentation for foster care
3. Submit a student-specific application within the open window. Each child needs a separate application.
4. Wait for ADE review. Batch processing begins after the window closes.
5. Sign the EFA contract and set up ClassWallet once approved.
What Happens If You're Denied
If your application is rejected for documentation issues — unreadable uploads, mismatched addresses, or missing information — the FACTS system sends a deficiency notification with a 10-to-14-day window to fix and re-upload without losing your place in line.
For substantive denials (residency or age disqualification), you can appeal directly to the DESE Office of School Choice within 30 calendar days of notification. The appeal goes to the office at 501-683-1876 or [email protected].

Priority Tiers
When demand approaches the funding cap, applications are processed in priority order rather than first-come, first-served:
- Returning EFA students renewing their accounts
- Students with disabilities (IDEA-eligible), foster children, homeless students, former Succeed Scholarship recipients
- Students zoned to D- or F-rated public schools
- Military, law enforcement, and first responder dependents
- First-time kindergartners
- All other eligible applicants
For both 2025–26 and 2026–27, legislative appropriations were large enough to fund all qualified applicants across every tier. The priority system exists as a contingency.
Mid-Year Applications
You don't have to wait for the annual window. Mid-year entry is available when application windows open during the school year. Funding is prorated based on the remaining full quarters. Military families with transfer orders can apply outside standard windows if funding remains available.
