Arizona ESA Curriculum Justification: How to Document Purchases So They Get Approved

Why Curriculum Justification Exists

ADE compliance officers do not just check whether an item is on the approved list — they check whether it connects to your child's educational program. The ESA contract requires instruction in reading, grammar, math, social studies, and science. Supplemental purchases outside core curriculum materials need documentation proving they support that instruction.

This requirement was strengthened after the July 2025 Auditor General report, which found that 34% of sampled ESA transactions were either unallowable or lacked supporting documentation. ADE's response was tighter enforcement, particularly on supplemental items where the educational purpose is not self-evident.

What Counts as a Valid Justification

Submit curriculum documentation alongside a purchase:

1. Curriculum table of contents or syllabus. If you use a published curriculum, upload the page showing the purchased item as a required or recommended material. A science curriculum that lists a microscope in its supply list justifies the microscope purchase.

2. Parent-Provided Curriculum Form. If you build your own curriculum or use an eclectic approach, complete ADE's Parent-Provided Curriculum Form. This form includes a scope-and-sequence section where you describe what subjects you teach, what materials you use, and how each purchased item fits into the instructional plan.

How to Write a Scope-and-Sequence That Works

For eclectic or parent-designed curricula, a clear scope-and-sequence can make the educational connection easier to review. Useful details include:

  • Subject area — which of the five required subjects (or approved supplemental area) the purchase supports
  • Grade-level learning objectives — what the student is expected to learn
  • Materials list — specific items used for instruction, including the purchase in question
  • Instructional timeline — when in the school year each unit is taught

A vague scope-and-sequence ("student will learn science using various materials") may not show the educational connection. A specific one ("Unit 3: Earth Science, weeks 9–12. Student builds and tests soil compositions using the geology kit. Aligns with grade-level earth science objectives") makes that connection clearer for review.

Receipt Formatting That Prevents Denials

Beyond curriculum documentation, the receipt itself must meet ADE accounting standards:

  • Merchant name and contact information
  • Date of purchase
  • Transaction reference number
  • Itemized listing of every product with individual prices — no lump sums
  • Total amount paid with proof of zero balance or settlement

The most common formatting failure: a receipt that shows a total without line-item breakdown. Even if every item is allowable, the lack of itemization triggers rejection.

For tutor and service provider invoices, include the student's full name, service dates, an itemized description of each session, and a breakdown of costs.

Common Justification Mistakes

Generic purpose statements. Writing "educational purposes" or "for homeschool" is not a justification. Name the specific curriculum, unit, and learning objective.

Missing connection to core subjects. A chess set might be a legitimate math tool — but only if your curriculum documentation shows how chess connects to mathematical reasoning. Without that link, ADE treats it as a recreational purchase.

Justifying after denial. It is much harder to provide curriculum justification after ADE has already denied a purchase than before. Build the documentation habit into every purchase, not just the grey-area ones.
