Arizona ESA Record Keeping: What to Track, How Long to Keep It, and Templates That Work

The Three-Year Retention Rule

Under the ESA contract and ADE administrative rules, you must maintain all receipts, invoices, and educational documentation for a minimum of three years. This applies to every transaction — Marketplace purchases, Direct Pay invoices, and reimbursement receipts alike.

ADE conducts routine, random, and risk-based quarterly audits of ClassWallet transactions. If you cannot produce documentation for a transaction within the required retention period, ADE may treat the expense as disallowed and suspend your account. For a disallowed expense, the notice provides a 15-business-day response window to submit documentation or repay the amount.

What to Keep for Every Transaction

Every ESA purchase should be documented with:

For physical product purchases:

  • Itemized receipt showing each product purchased with individual prices
  • Merchant name and contact information
  • Date of purchase and transaction reference number
  • Proof of payment settlement (zero balance shown)
  • Curriculum connection — the table of contents, syllabus, or supply list that ties the item to required instruction

For tutor and service invoices:

  • Student's full legal name
  • Specific dates of service
  • Itemized description of each session or service
  • Provider's ClassWallet vendor registration confirmation
  • Provider credentials (teaching license, attestation form)

For technology purchases (laptops, instruments, PE equipment):

  • Everything above, plus confirmation of the remaining spending cap balance for that category
  • Curriculum unit or lesson plan requiring the technology

How to Organize Your Records

The simplest system: one folder per quarter, four folders per school year. Inside each quarterly folder, keep:

  1. Transaction log — a running spreadsheet with date, vendor, item description, amount, spending category, and cap remaining
  2. Receipt images — clear scans or photos of every receipt, named by date and vendor
  3. Curriculum documents — the curriculum pages, syllabi, or supply lists that justify supplemental purchases
  4. Vendor documentation — copies of tutor attestation forms, service agreements, and registration confirmations

Digital storage is fine — ADE accepts electronic documentation. But keep backups. A phone gallery is not a filing system. Move receipt photos to a dedicated cloud folder or external drive immediately after purchase.

Going over a cap — even by a few dollars — exceeds the stated limit and may result in a disallowed transaction. Check your remaining balance before making a purchase.

What Triggers an Audit

ADE does not publish its audit selection criteria, but patterns emerge from parent reports and the 2025 Auditor General review:

  • Concentrated spending with a single unaccredited vendor
  • Large electronics purchases near the end of the school year
  • Missing curriculum documentation across multiple quarters
  • Spending that does not demonstrate instruction in the five core subjects

Good record keeping is the difference between an audit that clears in days and one that freezes your account for months.
