Arizona ESA Grey Area Expenses: What Gets Approved and What Gets Denied
Why Grey Areas Exist
The ADE Parent Handbook lists broad expense categories — "curriculum," "educational technology," "physical education equipment" — without an exhaustive product-by-product list. The Unallowable List explicitly bans specific items. Everything between those two documents is a grey area, and ADE compliance officers make case-by-case judgments based on whether you can tie the purchase to required instruction in reading, grammar, math, social studies, or science.
The July 2025 Auditor General report found that 34% of sampled ESA transactions were either unallowable or lacked adequate documentation. That audit led to tighter enforcement across the board, especially on supplemental items.
Technology Purchases: Spending Caps and Rules
Technology is allowable but carries strict per-student spending caps:

A laptop under $2,000 with an attached curriculum showing how the student uses it for coursework documents the educational connection, but does not guarantee approval. A $2,500 computer exceeds the stated $2,000 two-year cap.
3D printers are a grey-area purchase. Document the STEM curriculum connection and ask ADE for guidance before spending ESA funds.
Musical Instruments
Musical instruments are allowable up to $4,000 per student every three years — but only when attached to a music instruction plan. The instruction plan should name the instrument, the curriculum or lesson program, and the instructor (if using a tutor). A $300 keyboard tied to a piano curriculum has a clearer instructional connection than an instrument without a documented lesson plan. The Gilbert family that tried to put a $16,170 cello on their ESA did not pass.
Family members cannot be paid as the music instructor. If a parent teaches music, the instrument can still be purchased through the ESA, but the parent cannot bill tutoring fees for the instruction.

PE Equipment
Individual-use physical education equipment is allowable up to $2,500 per student every three years. This covers items like a bicycle for PE credit, a set of free weights, or a balance board — as long as the student's curriculum includes physical education.
Items that cross into recreational territory get denied. Go-karts, motorized scooters, and multi-person kayaks are explicitly on the Unallowable List. Gym memberships must be individual student memberships — family or multi-person memberships are prohibited.
The Curriculum Justification That Makes or Breaks It
For supplemental purchases, attach documentation that explains the educational connection. Options include:
- A curriculum table of contents or syllabus showing the item is required or recommended
- A completed Parent-Provided Curriculum Form with a scope-and-sequence document
Connect the item to instruction or another qualified expense category listed in the current Parent Handbook.
Generic justifications ("educational purposes") do not explain the connection. Specific justifications ("required for Unit 4 of the Engineering is Elementary curriculum — bridge design module") make the connection clearer, though they do not guarantee approval.
