Utah Fits All 20 Percent Cap: Spending Limits on PE and Extracurriculars
The 20% spending caps are the single most misunderstood rule in the Utah Fits All Scholarship. Parents regularly hit them unexpectedly because there are actually two separate caps — one for extracurriculars and one for physical education — and neither applies the way most families assume.
How the Two Caps Work
HB 455 established percentage-based ceilings on two spending categories. Both are calculated as a percentage of your total annual scholarship award:
Extracurricular activities — 20% cap. This covers organized activities outside core academics: sports leagues, art classes, drama programs, and similar enrichment.
Physical education — separate 20% cap. PE expenses have their own 20% ceiling, independent of the extracurricular cap. Swimming lessons, martial arts instruction, and gym memberships used for PE all fall here.
The two caps stack. A family with an $8,000 private school award has $1,600 for extracurriculars and a separate $1,600 for PE — $3,200 total across both categories. They do not share a single pool.

Where Families Get Tripped Up
The Odyssey marketplace enforces these caps automatically for marketplace purchases, but manual reimbursement claims are where rejections happen. For a manual claim, describe the actual activity and its educational purpose accurately; the program manager verifies that the expense was directly incurred in the student's education.
A gymnastics class should be categorized according to the service being purchased. Don't assume that changing the receipt wording changes which cap applies.

What's Not Capped
Core academic spending — curriculum, textbooks, tutoring, online subscriptions, educational therapies, and standardized testing — has no percentage ceiling. Private school tuition is also uncapped within the award amount. The 20% limits apply only to PE and extracurricular activities.
