TEFA Audit and Record Keeping: What Texas Parents Need to Track

Accepting TEFA funds means accepting that the Texas Comptroller can audit your account. For homeschool families used to zero state oversight under Leeper, this is often the sticking point. Here's how the audit system works and what you actually need to keep on file.

How TEFA Audits Work

Under TEC § 29.360, the Comptroller conducts random audits on at least 10% of active accounts each year. This is not targeted enforcement — accounts are selected at random, and participation in the audit is a condition of receiving funds.

The audit reviews:

  • Transaction records — Every purchase made through the Odyssey marketplace is automatically logged. The Comptroller has direct visibility into these transactions.
  • Vendor documentation — Confirmation that purchases were from certified marketplace vendors for approved educational expenses.
  • Test score submission — For students in grades 3–12, confirmation that the required assessment results were submitted to Odyssey.

Because all purchases flow through the Odyssey digital wallet, the state already has access to your transaction history. The audit is less about producing paperwork and more about verifying that your spending matches approved categories.

What Records to Keep

Even though Odyssey tracks transactions automatically, maintaining your own records is smart protection:

Vendor receipts and confirmations. Screenshot or save email confirmations for every marketplace purchase. If a transaction is disputed during an audit, your own records provide backup.

Test score documentation. Keep a copy of your child's assessment report (for example, Iowa Assessments, SAT-10, TerraNova, or an accepted state assessment). The original goes to Odyssey, but having your own copy prevents issues if the upload encounters a technical problem.

Account statements. Periodically download or screenshot your Odyssey balance and transaction history. Platform data can change or become temporarily unavailable.

Educational setting documentation. Your declaration confirming home instruction in the five core subjects (reading, spelling, grammar, mathematics, good citizenship) using visual materials.

What Triggers Enforcement Beyond a Routine Audit

Routine audits are random. But the Comptroller can escalate if specific problems are found:

Administrative account freeze. If unauthorized purchases, fraudulent activity, or missing assessment reports are detected, your account is immediately frozen. No further transactions until the issue is resolved.

Account revocation and repayment. Confirmed misuse leads to full account revocation. Remaining balances are recovered, and the state demands repayment of misapplied funds.

Criminal prosecution. Intentional fraud or misrepresentation can be referred to local prosecutors or the Texas Attorney General. This is the extreme end — not the consequence for an honest mistake on a $15 curriculum purchase.

The Homeschool-Specific Angle

For homeschool families, the practical exposure is limited by the $2,000 cap itself. The audit is primarily checking that your purchases were for approved educational expenses through certified vendors — curriculum, tutoring (from non-family members), testing fees, and technology within the $200 cap.

An important compliance deadline is the annual assessment-results submission for students in grades 3–12. Failure to submit the results disqualifies a student from renewal.

Staying Compliant Without Stress

The direct-payment model through Odyssey simplifies compliance: the platform tracks transactions, but keep receipts and a log of educational purchases in case of an audit.

Your main responsibilities: make purchases through Odyssey (not out of pocket), submit test scores on time, and keep basic backup documentation for your own records.
