TEFA Application Deadline: How to Apply for Texas Education Freedom Accounts

The Application Window

The inaugural TEFA application period opened February 4, 2026. Its original March 17 deadline was extended through March 31, making the final window 56 days. Over 274,000 student applications came in during that span. Applications submitted after the March 31 deadline weren't processed for the 2026–2027 school year.

The Comptroller has not yet announced the Year 2 application timeline. Returning participants in good standing renew through a streamlined "Intent to Continue" process during the spring renewal window rather than reapplying from scratch. New applicants and waitlisted families from Year 1 should watch educationfreedom.texas.gov for the next opening.

How to Apply: The Step-by-Step Process

1. Create your account at educationfreedom.texas.gov, the official CEAO portal run by Odyssey. One parent account can cover multiple children.

2. Upload identity and residency documents. You'll need a valid Texas driver's license or state ID, plus proof of residency dated within 60 days — a utility bill, lease agreement, or mortgage statement works.

3. Submit income documentation. If you're applying for Tier 1 through Tier 3 priority placement, upload your IRS Form 1040 for tax year 2024 or 2025 showing Federal Adjusted Gross Income. Non-tax-filers complete the Comptroller's official Income Affidavit instead. The Comptroller accepts only the 1040 — pay stubs, W-2 forms, and bank statements were rejected during the inaugural cycle.

4. Upload disability documentation for Tier 1 priority. This can be an active IEP, a Full and Individual Initial Evaluation (FIIE), or an approved proof-of-disability form. The increased special education award requires a current IEP on file with the Texas Education Agency by the end of the application period.

5. Designate the educational setting. Choose whether your child will attend an accredited private school or operate as a homeschool/flexible learning student. Homeschool applicants complete a digital declaration confirming instruction in reading, spelling, grammar, mathematics, and good citizenship using visual materials.

6. Wait for the lottery. If demand exceeds funding (it did in Year 1), the priority lottery runs after the window closes. Award notices and waitlist placements are issued electronically through the portal.

What Gets Applications Rejected

About 25,500 applications were disqualified during the first cycle, mostly over documentation errors — not actual ineligibility. The most common failures:

  • Uploading a pay stub or W-2 instead of the IRS Form 1040
  • Submitting a tax return from the wrong year
  • Providing residency proof older than 60 days
  • Missing the disability documentation for Tier 1 placement
  • Failing to complete the homeschool declaration form

The Appeals Process

Eligibility, funding amount, and application-priority decisions are subject to appeal. For an ineligibility notice, file within 30 calendar days of notification and follow the portal instructions; check the notice for the deadline and process for other decisions.

Renewal vs. New Applications

Year 2 and beyond work differently. Current participants in good standing don't reapply — they submit an Intent to Continue declaration, update their residency and income documentation, and confirm their child's educational placement. Waitlisted families from the prior year update their existing application rather than starting fresh.

New applicants entering the pool compete under a modified priority system: siblings of participating children receive first priority. An eligible sibling who applies during the same period as a child accepted into the program is also accepted. New applicants follow, sub-prioritized by the Year 1 income tiers, then former participants who returned to public school.
