North Carolina School Voucher Program: How State Funding Works for Private School Families

North Carolina Runs Two Voucher Programs, Not One

When people say "NC school voucher," they usually mean the Opportunity Scholarship. But North Carolina actually runs two distinct state-funded programs through NCSEAA, and they serve different families:

The Opportunity Scholarship — available to every NC student regardless of income (since HB 823 in 2023). Pays tuition at participating private schools. Award ranges from $3,574 to $7,942 per year depending on household income tier.

ESA+ (Education Student Accounts) — available only to students with documented disabilities. Provides $9,000 (standard) or $17,000 (high-need) per year, usable for private school tuition, homeschool curriculum, tutoring, therapies, and educational technology through ClassWallet.

Both programs are administered by the North Carolina State Education Assistance Authority (NCSEAA) through the MyPortal system, and both use the same priority application window (February through March). A student with a qualifying disability can receive both awards simultaneously.

How the Opportunity Scholarship Works

The Opportunity Scholarship is a direct-payment voucher. NCSEAA sends the money to the private school, not to you. Each semester, the school logs into MyPortal, confirms your child's enrollment and tuition amount, and endorses the payment. You then log in and endorse it from your end. Once both sides confirm, NCSEAA wires the funds to the school within one to two weeks.

Your award tier depends on household income:

  • Tier 1 (lowest income): Up to $7,942/year
  • Tier 2: Up to $7,148/year
  • Tier 3: Up to $4,766/year
  • Tier 4 (highest income or unreported): Up to $3,574/year

The award caps at 100% of the school's actual tuition and mandatory fees. If tuition is $5,000 and your tier maximum is $7,942, you receive $5,000.

The school must be classified as a "Direct Payment" school by NCSEAA. Not every private school in North Carolina participates — you can check the participating school list on NCSEAA's website before choosing a school.

How ESA+ Works

ESA+ operates differently. Instead of paying a school directly, NCSEAA deposits funds into a ClassWallet digital account that you manage. You use ClassWallet to pay enrolled vendors for tutoring, therapies, and educational materials, or to purchase approved items from the marketplace.

Eligibility requires a public school IEP Eligibility Determination confirming a qualifying disability. Private evaluations and doctor letters do not count. The award is flat — $9,000 or $17,000 depending on the disability classification — with no income test.

ESA+ is the only state voucher program available to DNPE-registered homeschool families. The Opportunity Scholarship cannot be used for home education.

The Application Process

Both programs use the same portal and timeline:

  1. December: Create a MyPortal account
  2. February (first Monday) through March (first Monday): Submit your application during the priority window
  3. March – April: NCSEAA reviews documentation and runs the lottery if oversubscribed
  4. April – May: Award decisions posted in MyPortal
  5. May – June: Accept your award, sign agreements, complete W-9

For Opportunity Scholarship applicants in Tiers 1–3, income verification documents (tax return, W-2s) are required. ESA+ applicants must upload the LEA Eligibility Determination within seven calendar days of submission.

Renewal applicants receive first priority each year — once you are in, staying in is straightforward as long as you reapply during the priority window.

How Much State Funding Has Grown

The program's trajectory has been steep. The Opportunity Scholarship started as an income-restricted program in 2013, went universal in 2023, and by 2024 had generated a 55,000-family waitlist. The General Assembly responded by appropriating over $463 million in additional funding to clear that backlog.

For FY 2026–27, the statutory Opportunity Scholarship allocation is $675 million, with increases that push the allocation to $825 million by FY 2032–33. ESA+ received an additional $24.7 million in recurring funds, with total annual funding headed toward $83 million.

Over 100,000 students now use one or both programs — a number that will continue growing as the budget expands.
