NC Opportunity Scholarship Renewal: How to Keep Your Award Year After Year

Renewal Applicants Get First Priority

The single most important thing to know about Opportunity Scholarship renewal: returning students are funded before anyone else. NCSEAA's priority hierarchy puts renewal applicants at the top, ahead of every new applicant in every income tier.

This means that once you are in the program, staying in is significantly easier than getting in. The lottery and waitlist mechanics that new applicants worry about do not apply to you — as long as you submit your renewal application during the priority window and remain eligible.

The Annual Renewal Timeline

Renewal follows the same calendar as new applications:

  • December: Log into MyPortal and verify your account information is current. Update your residential address, household size, and designated school if anything has changed.
  • First Monday in February through first Monday in March: Submit your renewal application during the priority window. This is the same window new applicants use, but renewal applications are processed first.
  • March – April: NCSEAA reviews documentation. If your income has changed, your tier assignment may shift.
  • April – May: Award decisions post in MyPortal. Accept, sign the Parent Agreement, and complete the W-9.

Missing the March deadline does not automatically disqualify you, but it drops your renewal to the back of the queue — behind on-time renewals and potentially behind new priority applicants.

What Changes Year to Year

Your tier can change. If your household income went up or down since last year, your tier assignment may shift. A family that was Tier 2 last year could move to Tier 3 if income increased — which means a smaller award per semester. You report the most recent completed tax year's income, not last year's.

The school can change. If your child is transferring to a different participating private school, you designate the new school during the renewal application. The scholarship follows the student, not the school — but the new school must be an NCSEAA-approved Direct Payment school.

Award amounts adjust. The per-tier maximum amounts are recalculated each cycle based on state per-pupil spending figures. Changes are usually modest ($50–$200 per tier), but it means the exact dollar figures you received last year may not match this year's.

Legislative changes. The General Assembly can adjust eligibility rules, funding levels, or administrative requirements during any session. House Bill 10 (Session Law 2024-55) expanded funding substantially and raised the program's annual budget trajectory to $825 million by FY 2032–33. Future sessions could add requirements or modify tier structures, so checking NCSEAA's current-year handbook each cycle is important.

When Renewal Gets Complicated

Your child graduated from the school or withdrew mid-year. If the student is no longer enrolled in a participating school, there is nothing to renew. You would need to re-apply as a new applicant at a different school.

You moved out of North Carolina. Residency is verified at renewal. If you no longer live in NC, you are ineligible.

You owe a repayment. If NCSEAA determined that funds were disbursed in error or misused in a prior year, outstanding repayments can block renewal.

Your child's school lost its NCSEAA participation status. Schools must maintain their Direct Payment status with NCSEAA. If your school is removed from the approved list, you need to transfer to an eligible school before the enrollment endorsement step.

Keeping Track of Deadlines Across Multiple Children

Families with more than one child on Opportunity Scholarships manage each child's renewal separately in MyPortal, but all through the same Parent of Record account. Each child's application, income documentation, and school endorsement follow the same steps individually.

The risk here is administrative — forgetting to accept one child's award, or missing a school endorsement notification for one student while handling another. The February window is the same for every child, so all renewal applications should go in together during the first week the window opens.
