MOScholars Waitlist and Funding Status: What 'Approved but Unfunded' Means

Getting approved for MOScholars and getting funded are two different things. Families may complete the documentation and pass eligibility screening, then receive an "approved but unfunded" status because their EAO does not have enough funds available for their place in the statutory grant order.

Why Approved Does Not Mean Funded

MOScholars is not a guaranteed entitlement. The program runs on two revenue streams: tax-credit donations from private and corporate donors to certified EAOs, and direct state general revenue appropriations. When demand exceeds available funds at a particular EAO, approved applicants may be placed on a waitlist ranked by statutory priority order.

Each EAO manages its own funding pool. Being waitlisted at one EAO does not mean the entire program is full — another EAO with different donors may still have capacity. But since you can only accept one scholarship per child per year, applying to the right EAO matters from the start.

How the Priority Order Works

Missouri law requires EAOs to distribute grants in this order:

  1. Qualified students who received a scholarship grant in the previous school year.
  2. Qualified students who are siblings of students receiving a grant in the current school year.
  3. Qualified students with an approved IEP or diagnosed dyslexia.
  4. Students eligible for free lunch who live in an unaccredited or provisionally accredited district.
  5. Students eligible for reduced-price lunch who live in an unaccredited or provisionally accredited district.
  6. Other students eligible for free lunch.
  7. Other students eligible for reduced-price lunch.
  8. Active-duty military dependents who relocated to Missouri and are enrolling in a Missouri school for the first time.
  9. All other qualified students.

The $51 Million Appropriation

The funding picture shifted when the Missouri legislature appropriated $51 million in direct state revenue for MOScholars through HB 12. This supplemented the tax-credit donation model with general fund money, clearing a substantial portion of historical waitlists.

For the 2025–26 program year, the combined funding supported approximately 6,411 students statewide and disbursed about $44 million. The appropriation made the program more reliable for families who had previously been approved but stuck waiting. However, the dual-funding structure — donor credits plus state appropriations — means future funding levels depend on both legislative action and private donation volumes, neither of which is guaranteed year over year.

What to Do If You Are on a Waitlist

Stay enrolled. Do not withdraw your application. EAOs may issue additional awards during the year as donor contributions arrive or funded families exit the program. Waitlisted families are drawn in statutory priority order.

Confirm your priority category. If you believe your priority category was assigned incorrectly — for example, your lunch status or IEP was not properly documented — contact your EAO immediately. Administrative errors can push families lower in the queue than they should be.

File an appeal. If denied based on income calculation or documentation errors, you have 14 calendar days from the denial notification to file a written appeal with your EAO's appeals committee.

Consider a different EAO for next cycle. If one EAO consistently exhausts its funding before reaching your tier, research which EAOs have higher donor capacity or fewer applicants. Applying to a less saturated EAO the following year may move you from waitlisted to funded.

Funding Is Not Static

The "approved but unfunded" label is a snapshot, not a final answer. When additional donor credits or state funds become available during the year, EAOs may issue additional awards from their waitlists in statutory priority order.
