MOScholars Eligibility and Income Limits: Do You Qualify?

Most Missouri families assume they earn too much to qualify for MOScholars. That assumption can cost them a scholarship: the income threshold is tied to the Free and Reduced Lunch standard — not the Federal Poverty Level. The 2025–26 SAT was $7,145; statutory award limits vary by student category.

The 300% FRL Income Threshold

SB 727 expanded the MOScholars income ceiling from 200% to 300% of the Free and Reduced Lunch (FRL) guidelines. For 2026–27, a family of four can earn up to $183,150. The income limits are updated annually; check the Treasurer's Office table for your household size.

Income limits use federal FRL guidelines, which are updated annually. Your EAO will verify income through tax returns, W-2s, or documentation of SNAP/TANF benefits during the application process.

The IEP Pathway — No Income Cap

If your child has an approved Individualized Education Program (IEP) or Individualized Service Plan (ISP) developed under the federal IDEA framework, household income does not matter. A family earning $350,000 qualifies on the same income basis as a family earning $35,000 — the IEP/ISP pathway has no income ceiling.

The IEP or ISP must be dated within 36 months of your application date. Plans developed outside the IDEA framework (like 504 plans or school-level accommodations) do not satisfy the statutory requirement.

The statutory grant order first prioritizes qualified students who received a scholarship in the previous school year and then their eligible siblings. Students with an IEP or diagnosed dyslexia are next, ahead of the remaining lunch-status, military-dependent, and other qualified-student categories.

Baseline Status Requirements

For the income pathway, meeting the income threshold is only half the equation. Your child must also satisfy at least one of these baseline conditions. An IEP/ISP pathway applicant does not need an income-path baseline condition.

  • Prior public school attendance: attended a Missouri public school full-time for at least one semester (12 weeks minimum) within the past 12 months
  • Eligible to begin kindergarten or first grade: for kindergarten, the child must turn 5 by August 1 of the intended school year
  • Sibling of a prior recipient: a brother or sister received a MOScholars scholarship in the previous school year and will receive one in the current school year

An FPE school is a qualifying school setting, but FPE enrollment does not replace these income-path student eligibility conditions.

Statutory Priority Order

Even after qualifying, your place in the queue determines whether you receive funding this cycle or land on a waitlist. The statute orders grants to qualified returning recipients first, then siblings of current recipients, then students with an IEP or diagnosed dyslexia. Next come students eligible for free or reduced-price lunch in unaccredited or provisionally accredited districts, other free-lunch-eligible students, other reduced-lunch-eligible students, active-duty military dependents newly relocated to Missouri and enrolling in school for the first time, and finally all other qualified students.

Common Eligibility Mistakes

Confusing FPL with FRL. The 300% Free and Reduced Lunch limit is not the same as 300% of the Federal Poverty Level. Many parents check FPL tables, see they're over the limit, and never apply. Use the current FRL income table for your household size.

Assuming lifelong homeschoolers are excluded. Families without prior public school attendance can still qualify through the IEP/ISP pathway or, for the income pathway, by meeting the kindergarten/first-grade or sibling condition. FPE is a qualifying school setting, not a separate student eligibility condition.

Waiting for compulsory attendance age. Missouri's compulsory attendance starts at age 7, but a child eligible to begin kindergarten or first grade may meet the school-entry condition before then. For kindergarten, the child must be 5 by August 1 of the intended school year.

If your household income falls under the FRL threshold for your family size — or your child has an active IEP — you likely qualify. The real question is which EAO to apply through, because award caps and application windows vary significantly between organizations.
