LA GATOR Approved Expenses: What You Can and Can't Buy with Scholarship Funds

A lesson-plan resource can be rejected if it falls outside an approved expense category. An Amazon-linked educational purchase can also be declined if it isn't routed through an approved marketplace vendor. The spending rules under LA GATOR are specific, and violating them can lead to an account freeze.

What the Funds Can Cover

BESE Bulletin 133 (§1511) defines the approved expense categories. Everything must be purchased through the Odyssey platform — not out-of-pocket with a receipt for reimbursement.

Tuition and fees. Full or partial enrollment at BESE-approved nonpublic schools or accredited nonpublic online learning platforms.

Curricula and instructional materials. Textbooks, workbooks, digital subscriptions, and physical or online educational curricula for core instruction. This is the broadest category and covers most of what homeschooling families spend on.

Tutoring services. Academic tutoring from certified teachers or approved tutoring companies. The tutor must be registered as a provider on Odyssey.

Educational therapies. Physical, occupational, speech-language, behavioral, and audiology therapies from licensed practitioners. This is where the disability tier funding often gets directed.

Assessment fees. LDOE-approved standardized tests, AP exams, IB tests, CLEP exams, ACT, and SAT fees.

Postsecondary and career training. Dual-enrollment tuition at colleges and vocational training programs.

Technology hardware and software. Laptops, desktops, tablets, and educational software used primarily for academic instruction. The key word is "primarily" — a tablet used for schoolwork qualifies, but one used mainly for games doesn't.

Uniforms and supplies. Official school uniforms required by participating schools, plus approved educational supplies.

Public school contracted services. Specific courses, extracurricular activities, or academic support programs provided by a participating public school district.

Supplemental academic programs. Summer school and before/after-school academic programs.

Parent navigation services. Professional consultations to help parents select, apply for, and enroll in educational services — including curriculum selection and career guidance.

What the Funds Cannot Cover

The prohibited list is equally explicit. Bulletin 133 (§1511.B) draws hard lines:

  • Non-educational technology, video games, and entertainment
  • General household furniture
  • Personal entertainment subscriptions (Netflix, Disney+, general streaming)
  • Field trip travel costs
  • Internet service utility bills
  • Standard retail purchases not routed through Odyssey (regular Amazon carts, Walmart runs)
  • Any payment to a parent, relative, or family member's business

That last one catches families off guard. You cannot hire yourself, your spouse, a grandparent, or anyone living in your household as a paid tutor or service provider using GATOR funds. "Relative" is defined broadly: spouses, parents, step-parents, children, siblings, in-laws, grandparents, and anyone residing in the same household as the student. This is treated as a conflict-of-interest violation and can trigger account termination.

Core Subjects and Spending

Bulletin 133 doesn't prescribe a strict spending order. GATOR Home-based Education participants must attest that instruction covers English language arts, mathematics, social studies, and science. This is an instruction requirement, not a rule that families must buy core-subject materials before other eligible expenses.

Families can plan for instruction in those four subjects alongside other eligible expenses such as tutoring, therapy, enrichment, and technology.

How Purchases Actually Work

All transactions go through one of two Odyssey mechanisms. For enrolled private schools, invoices generate within Odyssey and pay the school directly. For everything else — curriculum, tutoring, technology, therapy — parents browse the Odyssey digital marketplace, select from pre-approved vendors, and place orders within the platform.

You cannot buy something at a store, bring the receipt to Odyssey, and get reimbursed. Every purchase must originate inside the platform. Vendors must be registered and approved through Odyssey's provider classification system before their products appear in the marketplace.

If an order is rejected, Odyssey notifies you with the reason. Common rejection causes include submitting an item from a vendor that isn't registered or purchasing something that falls outside approved categories.
