Hope Scholarship Universal Expansion 2026: Who Is Now Eligible and What Changed
What Changed
Starting with the 2026-27 school year, every K-12 school-age resident of West Virginia is eligible for the Hope Scholarship. The 45-day prior public school attendance requirement — the biggest barrier to participation since the program launched — is permanently eliminated.
This means three groups of students who were previously locked out can now apply:
- Lifelong homeschoolers who have never attended public school
- Current private school students who have always been in private education
- Children entering school for the first time beyond kindergarten age
Before this change, a student had to either attend a WV public school for at least 45 consecutive calendar days or be eligible to enroll in a WV public kindergarten program for the upcoming school year. That rule excluded families who had been homeschooling for years and private school students who had no intention of enrolling in public school just to qualify for the scholarship.
How the Expansion Was Triggered
The universal expansion was not a new law. It was built into the original Hope Scholarship Act (House Bill 2013, 2021) as a statutory trigger: if total program participation stayed below 5% of net public school enrollment by July 1, 2024, universal eligibility would automatically activate for the 2026-27 school year.
On the benchmark date, total participation was 9,980 students — well under the threshold. The Hope Scholarship Board formally confirmed the trigger was met, and universal eligibility is now permanent. There is no provision in the statute to reverse it.

The impact has been immediate:

Over 7,000 Continued Participation Confirmations were filed immediately when the 2026-27 renewal window opened. The projected doubling in participation reflects the surge of homeschool and private school families applying for the first time.

What Did Not Change
The award amount, spending rules, and administrative requirements remain the same. Universal expansion did not alter:
- The award: $5,435.62 per student at 100% funding
- The funding tiers: Applications submitted in the March 2–June 15 window qualify for 100%; later application windows offer 75%, 50%, or 25%
- Spending rules: Same approved and prohibited expense categories
- Annual assessment: Every Hope student must complete a standardized test or portfolio evaluation by June 30
- The Notice of Intent: Every family must file the Hope NOI (Version 5) with the portal and county superintendent
- No enrollment cap: All eligible applicants receive funding. The Treasurer can request supplemental appropriations if needed
For Homeschool Families Applying for the First Time
If your family has been homeschooling under Exemption C (W. Va. Code §18-8-1(c)), joining the Hope Scholarship changes your legal classification to Exemption M. You file a Hope Notice of Intent instead of an Exemption C notice, your oversight shifts from the county superintendent to the Hope Scholarship Board, and your assessment schedule moves from grades 3, 5, 8, and 11 to annual testing.
The practical upside: $5,435.62 per child per year in educational funding. The practical trade-off: annual (not quadrennial) assessment requirements and spending through the state portal rather than unrestricted purchasing.
