How to Renew Your Indiana INESA Account: Deadlines, Documents, and What Changes
Your child's first INESA year went smoothly — ClassWallet is funded, providers are registered, invoices are flowing. Then March rolls around and the renewal window opens. Most families assume it is automatic. It is not.
The Annual Renewal Cycle
INESA accounts require annual renewal. The re-application window opens March 1 each year via the Access Indiana portal. This is not a formality — you are reconfirming eligibility, and the state verifies your information before approving funding for the next school year.
What you need to resubmit:
- Continued Indiana residency — updated proof if your address has changed
- Updated income documentation — if required by the administering agency (the income threshold remains 400% FRL)
- Active disability documentation — re-certification that the qualifying student still holds a current IEP, Service Plan, or CSEP. If the IEP has been amended or the disability category changed during the year, submit the updated version.
If your child's eligibility documentation has changed or is no longer current, ask IDOE what it requires for renewal before submitting the application.
Spending Deadlines and End-of-Year Close
The fiscal year close matters more than most families realize. During the final year under Treasurer of State oversight (2025–2026), all provider invoices and refund requests had to close by May 22 at 11:59 PM EST. Any invoice submitted after that cutoff was not processed.
Under IDOE administration (2026–2027 forward), end-of-year spending deadlines are published on the IDOE ESA portal. The dates may shift, but the principle is the same: get every invoice submitted well before the fiscal close. Providers who bill late — a common problem with therapy clinics that batch-invoice monthly — can miss the window entirely.
What Rolls Over and What Does Not
Up to $1,000 of unused funds can roll into the next academic year. This happens automatically during the renewal process. Rollover funds remain accessible until the student graduates, earns a high school equivalency, or turns 22.
Any balance above $1,000 reverts to the state general fund. If you have $2,500 remaining at year's end, $1,000 carries forward and $1,500 disappears. There is no mechanism to increase the rollover cap.
Plan spending accordingly. If you are approaching the end of the year with a significant unused balance, check whether your providers can schedule additional sessions or whether there are approved curriculum purchases that would use the funds before the close.

Mid-Year Changes That Affect Renewal
Moving out of state. If your family relocates outside Indiana, INESA eligibility ends immediately. Notify the administering agency within 30 days. Remaining funds revert to the state.
Re-enrolling in public school. If the qualifying student returns to full-time public school enrollment mid-year, the ClassWallet account freezes. Unexpended funds are prorated and returned to the state. The public school district resumes IDEA special education responsibilities.
Change in disability status. If a reevaluation changes the primary disability category, the award amount may adjust at renewal. A change from a base disability category to a higher-need classification could increase the award; a change in the other direction could reduce it.
The TOS-to-IDOE Transfer
The administrative transition from the Treasurer of State to IDOE (effective July 1, 2026) did not change the renewal mechanics, but it changed where you go and who you contact. The renewal portal remains Access Indiana, and the reviewing agency is now IDOE. Use [email protected] for current program questions.
If you renewed under TOS in previous years, your ClassWallet account, login credentials, and provider relationships carried over unchanged. The platform did not change — only the state office reviewing applications and approving invoices.
