How to Become an INESA Approved Provider in Indiana
Parents keep asking you whether you accept INESA. You know you provide exactly the kind of service the program covers — tutoring, speech therapy, OT, specialized curriculum instruction. But the state will not send a dollar your way until you complete the provider registration process, and nobody hands you a clear roadmap for it.
Who Needs to Register
Any individual or organization that wants to receive INESA or CSA funds through ClassWallet must be registered as an approved service provider. This includes:
- Private practice therapists (speech-language, occupational, physical, ABA)
- Independent tutors (reading specialists, math tutors)
- Homeschool co-ops and learning centers that charge fees
- Private schools accepting INESA students for individual courses
- Curriculum providers selling directly to families (if not already in the ClassWallet Marketplace)
- Career and trade training providers (for CSA)
If you are a curriculum company already listed in the ClassWallet Marketplace — Sonlight, for example — families can purchase from you directly through the platform. The registration process below applies to service providers who bill through the direct invoicing system.
The Registration Process
Access Indiana Gateway. Start at the Access Indiana single-sign-on portal and follow the provider-registration instructions for account setup.
State Credential Check. The state checks provider credentials. Follow the current IDOE instructions for the documents required for your provider type.
ClassWallet Marketplace Registration. Once your credentials clear the state check, you register within the ClassWallet system. This connects your provider profile to the invoicing infrastructure so parents can find you and you can submit invoices for payment.
Confirmation. You receive confirmation that your profile is active and visible to INESA families in your service area.
Timeline and Common Delays
The process includes state credential checks and separate ClassWallet onboarding, so complete both well before you expect to receive program funds. Common delays include:
- Incomplete credential documentation — missing documents requested in the current provider instructions
- Credential verification still pending — state approval must be complete before a provider can receive funds
- ClassWallet platform onboarding — separate from the state credential check; complete this registration before receiving payments
Start the process well before you expect to serve INESA families. If a parent contacts you in August wanting services for the fall, and your registration is not complete, neither of you can move forward.

Invoicing Through ClassWallet
Once registered, you submit invoices directly through the ClassWallet platform. The parent reviews and approves, and the state disburses payment to you. Key requirements for invoice approval:
- Itemized service descriptions (not just "tutoring — $200")
- Student name on the invoice
- Dates of service
- Your registered provider credentials referenced on the document
- Connection to the student's educational plan where applicable
Generic or vague invoices get rejected by state account specialists. The more specific your line items, the faster payment processes.
For Rural Providers
Provider density in Indiana drops sharply outside Indianapolis, Fort Wayne, and Hamilton County. Rural families frequently describe "provider deserts" where no registered INESA vendors exist within reasonable driving distance.
If you are a qualified provider in a rural Indiana county, registering for INESA opens a client base that has funding but nowhere to spend it. Families in these areas are actively searching for registered providers and will often travel significant distances or arrange virtual sessions to access services their child needs.
