INESA Award Amount and Income Limits in Indiana: How Much You Get and Who Qualifies
"How much will we actually get?" is the first question every Indiana family asks about INESA. The answer depends on where you live, your child's disability category, and your household income — and the formula is not as straightforward as a flat dollar amount.
The Award Formula
The INESA award under IC 20-51.4 is calculated using two components:
90% of the state tuition support (basic foundation amount) that the student's resident public school corporation would receive for that child, plus 100% of the special education APC grant corresponding to the student's primary disability category.
The applicable state tuition support amount is based on the student's resident public school corporation. The calculated base may differ between school corporations.
What Families Typically Receive
Average base student awards typically fall between $6,000 and $8,000 per year, while high-need disability designations can reach up to $20,000 per year. The exact award depends on the formula and the student's primary disability category.
The special education APC grant for the student's primary disability category is added to the base amount under the award formula.
Sibling accounts (for neurotypical siblings of a qualifying student, eligible since July 1, 2024) receive the modified base rate only — no APC supplement — capped at up to $8,000 per year.
The Income Cap
Household annual income must be at or below 400% of the Federal Free and Reduced-Price Lunch (FRL) guidelines. The dollar threshold depends on the applicable year's FRL guidelines and household size.
Income is verified through documentation submitted with the application: the most recent federal tax return, W-2s, or state benefit verification.

How Funds Are Disbursed
INESA awards are deposited into the family's ClassWallet account in four quarterly installments following state administrative verification. The schedule aligns with the academic year, not the calendar year.
Rollover rules: Up to $1,000 of unused funds can roll into the next academic year. Rollover funds remain accessible until the student graduates high school, earns a high school equivalency (HSE), or turns 22. Any balance above the $1,000 rollover cap reverts to the state general fund.
What Affects Your Award
Three factors determine the final number:
- Your school district's foundation amount — this is set by the state and varies by corporation. You cannot change it by moving to a different house unless you cross a district boundary.
- Your child's disability category — the APC grant tier is determined by the documentation in the IEP, Service Plan, or multidisciplinary evaluation. A reevaluation that changes the primary disability category can change the award.
- The number of children on INESA — each child gets their own account. A family with two children with IEPs and one neurotypical sibling could access three separate accounts totaling $20,000 or more per year.
Planning Around the Numbers
The most common mistake families make is assuming INESA is a flat amount and budgeting therapy and curriculum without knowing their actual award.
