Idaho Tax Credit Expense Tracking: Receipt Rules Every Family Should Follow

What the Idaho State Tax Commission Actually Requires

The Idaho State Tax Commission doesn't pre-approve your purchases or tell you in advance whether a specific item qualifies. That responsibility falls entirely on you. What they do require is that every receipt you submit — or retain for audit — meets four criteria: the provider's legal name and contact information, a specific description of what you bought, the exact date and dollar amount, and proof the transaction is complete (zero balance or confirmation of payment).

Generic receipts from Amazon or Walmart that list "educational supplies" without itemizing exactly which curriculum materials you purchased will be disallowed on audit. An order needs to identify each curriculum item and its core-subject coverage; a testing receipt should identify the test or service, provider, payment date and amount, and show that payment was completed.

Building a System That Survives an Audit

The Tax Commission requires you to retain all original documentation for at least four years after your filing date. That's a long window, and most families lose track well before year four.

Start a dedicated folder — digital or physical — the day you decide to claim the credit. Every purchase gets logged immediately with these fields:

  • Date of payment
  • Provider name (publisher, tutoring service, testing agency)
  • Exact item description (not "curriculum" — something like "Saxon Math 7/6, 4th Edition")
  • Amount paid
  • Core subject alignment (ELA, math, science, or social studies)
  • Payment method (card ending, check number, or bank transfer reference)

For transportation expenses, the Tax Commission requires a contemporaneous mileage log — meaning you record each trip the day it happens, not reconstructed from memory in March. Each entry needs the date, origin and destination, purpose of the trip, and calculated mileage.

Common Documentation Mistakes That Trigger Disallowance

Three patterns cause problems repeatedly:

Bundled receipts. A co-op membership that covers both qualifying instruction and non-qualifying social activities needs to be broken into line items. If the provider can't separate them, ask for an itemized invoice before you pay.

Family tutoring. Tutoring by a relative or household member is explicitly disallowed under Idaho Code § 63-3029N, regardless of their qualifications. Keep tutor invoices that show the provider is a third party with their own business address and contact details.

Missing subject alignment. A general "homeschool bundle" receipt doesn't prove core-subject coverage. When you buy from publishers that bundle across subjects, request an itemized paid receipt that identifies the items and their core-subject coverage. A separate packing list can help organize your records, but keep the provider's itemized receipt as proof of the purchase. The multi-developer curriculum rule (effective 2026 onward) allows you to mix publishers.

Digital vs. Paper: What Actually Works

Paper receipts fade. Thermal printer ink from most retailers is unreadable within 18 months. Photograph or scan every receipt the day you get it. Name files consistently — 2026-09-15_SaxonMath_$89.pdf is searchable; IMG_4729.jpg is not.

For the 2026 advance awards, recipients must complete digital reconciliation through their TAP account, upload itemized receipts, and reconcile total spending by December 31, 2027. Check the award notice for the deadline that applies to another award year.
