West Virginia Hope Scholarship Renewal: CPC Deadline and How to Keep Your Account Active
The Annual Renewal Requirement
Hope Scholarship funding does not automatically continue from year to year. To keep your child's account active and secure 100% funding for the next school year, you must submit a Continued Participation Confirmation (CPC) through the online portal by June 15.
This is not a full re-application. You do not need to re-upload birth certificates or resubmit baseline identity documents — unless your residency or legal guardianship has changed. But you do need to actively confirm your child's continued participation.
What the CPC Requires
When you log into the portal to file your CPC, you will need to:
- Certify ongoing West Virginia residency. This is a confirmation, not necessarily a new document upload (unless your address has changed).
- Submit proof of annual assessment compliance. Your child's standardized test results or certified teacher portfolio evaluation must be uploaded before the June 30 assessment deadline — but the CPC itself is due June 15.
- Confirm your child's educational plan for the upcoming year (home instruction, private school, or microschool).
What Happens If You Miss June 15
Missing the CPC deadline deactivates your child's account. This means:
- Your account is deactivated for the upcoming year, and you lose the 100% award tier
For the 2026-27 year, over 7,000 Continued Participation Confirmations were filed immediately when the window opened. Filing early in the spring avoids any last-minute portal issues.

The Assessment Connection
Your CPC and your child's annual assessment are two separate obligations with two separate deadlines:
- CPC: Due June 15
- Assessment results: Due June 30
You can file your CPC before the assessment is complete, but the assessment results are due by June 30. If you miss the deadline, contact the Board promptly to clarify your account status and next steps.
Assessment options for Hope students:
- A nationally normed standardized achievement test (reading, language, math, science, and social studies when available for the grade) with a score at or above the 23rd percentile or adequate growth
- A certified teacher portfolio evaluation from a teacher holding a valid West Virginia teaching credential
The West Virginia General Summative Assessment is specifically disqualified — you cannot use it.
Unused Balances Roll Over
Good news for budget-conscious families: unspent money in your child's account rolls forward into the next year as long as the CPC is filed and the assessment is submitted. You are not penalized for underspending, and there is no "use it or lose it" pressure on an annual basis.
The rollover resets only when the student leaves the program — through graduation, turning 21, leaving West Virginia, or voluntary withdrawal. At that point, remaining funds revert to the state.
Set a Calendar Reminder
The CPC deadline is easy to forget in the spring chaos of wrapping up the school year. Set a reminder for early May to log into the portal and file. It takes minutes, and it protects thousands of dollars in annual funding.
