Hope Scholarship Account Suspended or Frozen: What to Do Next
Why Accounts Get Frozen
A frozen or suspended Hope Scholarship account does not necessarily mean you did something wrong. The Board uses automated monitoring and spot audits to flag transactions, and several common situations trigger a freeze:
Missing annual assessment. Assessment results are due by June 30. If you miss the deadline, contact the Board promptly to clarify your account status and next steps.
Missing CPC renewal. Failing to submit the Continued Participation Confirmation by June 15 deactivates the account for the upcoming year.
Flagged purchase. A transaction that the compliance software cannot clearly categorize as educational — bundled orders that mix approved and non-approved items, purchases from vendors not yet in the approved marketplace, or orders that exceed category limits (like the two-year technology rule) — can be flagged or rejected for review.
Suspected misuse. Intentional misuse — buying non-educational items, attempting cash conversions, or paying immediate family members for tutoring — triggers a more serious administrative review.
What a Freeze Looks Like
When your account is frozen, check the Hope portal and your email for a Board notice or alert. Follow the stated instructions; purchase flags that need manual review can take longer to resolve.
Responding to a Flag or Denial
The response depends on the issue. For an account suspension, consult the Board's written notice or contact the Board for instructions. For a rejected purchase or formal application denial:
- Review the notice. Check the portal alert or written notice for the stated reason — missing documents, a specific transaction, or a compliance issue.
- For a rejected purchase, submit supporting documentation. Upload a course syllabus, therapeutic recommendation, or other documents that explain the item's educational purpose.
- Request manual review of a rejected purchase. Modify the cart if needed, then resubmit the order with supplemental documentation for administrative review.
- For a formal application denial, request reconsideration. Submit a written request to the Hope Scholarship Board within 30 calendar days of receiving the denial notice, with documents addressing the stated deficiency.
- Judicial review of an application denial. If the Board affirms the denial, the decision is final but subject to judicial review under the West Virginia Administrative Procedures Act.

Clawbacks: When You Owe Money Back
Clawback refers to the Board demanding full repayment of misspent funds. This happens when an audit finds:
- Purchases of non-qualifying items that were not caught at checkout
- Payments to immediate family members disguised through business entities
- Fraudulent transactions or cash conversion attempts
- Purchases made after the family relocated out of West Virginia
The enforcement escalation: the Board freezes the account, issues a formal demand for restitution, may permanently disqualify the student and Account Holder from the program, and can refer the case to the Attorney General and county prosecutors for criminal fraud investigation.
How to Prevent Account Problems
Keep receipts for three years. The Board requires documentation for at least three calendar years. Digital and physical copies both work. Complete records support an administrative compliance audit.
Check before you buy. The TheoPay marketplace shows whether items are approved before you complete the transaction. If you are buying something outside the standard categories, look for it in the portal first.
File your assessment and CPC early. The easiest way to avoid a freeze is to submit your annual assessment results and renewal confirmation well before the deadlines.
Keep family relationships transparent. A provider with a parent or relative classified as a control employee cannot invoice Hope for that student's services. The Control Employee Form records ownership and roles; review its criteria before using a family-connected provider.
