Arizona ESA Direct Pay: How to Pay Vendors Directly Through ClassWallet
Paying a tutor or microschool out of pocket and then waiting eight weeks for reimbursement is one of the riskiest moves an Arizona ESA parent can make. If ADE denies the claim, you absorb the full cost. Direct Pay avoids paying first by transferring ESA funds straight from your ClassWallet account to a registered vendor's bank account — after ADE approves the invoice.
How Direct Pay Works
Direct Pay is one of three spending channels in ClassWallet, alongside the Marketplace and out-of-pocket reimbursement. Here's the process: your vendor submits an itemized invoice to you, you upload that invoice to ClassWallet and select "Pay Vendor," ADE compliance officers review the invoice against the allowable expense rules, and once approved, funds transfer via ACH directly to the vendor's bank account.
Processing typically takes two to ten business days after ADE approval. The vendor must be registered in ClassWallet's system before you can initiate a Direct Pay transaction.
When to Use Direct Pay vs. Other Channels
Use the ClassWallet Marketplace for physical goods from pre-approved national retailers. Orders process in one to three business days with minimal documentation requirements.
Use Direct Pay for private school tuition and enrollment fees, tutoring services from individual providers, microschool tuition payments, educational therapy services (OT, speech, ABA), co-op class fees, and any service-based expense where a vendor invoices you.
Use out-of-pocket reimbursement only when neither Marketplace nor Direct Pay works — for example, a one-time purchase from a local store that isn't a registered ClassWallet vendor and doesn't offer the item through the Marketplace.
Direct Pay should be your default for any recurring service relationship. It protects your personal funds and creates a cleaner compliance trail than reimbursement.
What Vendors Need to Register
For tutors, educational co-ops, and microschools, the ClassWallet registration process includes an Online Pre-Registration Form, proof of business structure (LLC, non-profit, or sole proprietorship), instructional credentials — a valid Arizona teaching license, accreditation documentation, or a signed ADE Attestation Form certifying all instructors hold at least a high school diploma from an accredited institution — and ACH banking information for fund transfers. Confirm the applicable registration requirements with ClassWallet for other vendors.
If your tutor or microschool isn't registered yet, send them to the ClassWallet vendor registration portal. Start vendor registration well before you need to make your first payment, and confirm when the vendor is active.

Common Direct Pay Mistakes
The most frequent issue is submitting an invoice that doesn't meet ADE's standards. Every invoice needs the vendor's full name, address, and contact details, a unique invoice number and date, the student's full legal name, an itemized description of services with specific dates, and a cost breakdown for each service line.
A vague invoice like "tutoring services — $500" will get denied. It needs to say something like "6 sessions of grade-level math tutoring (Aug 5–Sep 9, 2026) — $500."
The second mistake is trying to Direct Pay a family member. Under ESA rules, direct payments to parents, step-parents, guardians, or immediate family members for tutoring or instruction are strictly prohibited.
